Fighting between militia groups and Congolese armed forces supported by the UN, as well as attacks and violence against civilians, caused the displacement of around a million people in the east of the Democratic Republic of the Congo (DRC) in 2009. For example, one of the largest and fastest population flows in recent history followed the 1994 genocide in Rwanda which claimed nearly a million lives. This unprecedented flow included armed actors and those who had committed serious human rights abuses, amid throngs of genuine refugees.
