The Government of Somalia has this week signed up to a regional marine partnership initiative to ensure the sustainability of the livelihoods, environment and resources of the Western Indian Ocean. A. SITUATION ANALYSIS

Description of the disaster

A plague outbreak in Madagascar raised concern in neighbouring countries. As of 12 October 2017, a total 684 cases (suspected, probable and confirmed) including 57 deaths (CFR 8.3%) had been reported from 35 out of 114 districts. Of these, 474 were clinically classified as pneumonic plague.

On 16 October 2017, Madagascar Ministry of Health (MoH) reported that caseload that was at 805 (confirmed and suspected) with 74 deaths.

The Southern African Development Community (SADC) launched its pilot regional short and long term election observation training in Pretoria, South Africa from 1 to12 May 2018. The training follows the development of the first comprehensive regional curriculum on election observation in 2017. The curriculum is based on the region’s electoral experiences and the revised SADC Principles and Guidelines Governing Democratic Elections which were adopted by Member States in July 2015.
