The Strategic Roadmap for Emergency Management (SREM) in Niue is the result of extensive consultati ons and research. This included a stakeholder workshop to look at contemporary best practi ce within the Australasian region with the view to reform the emergency management arrangements in Niue.

Niue's Joint National Action Plan (JNAP) for Climate Change Adaptation and Disaster Risk Management provides a three year plan of action to address existing gaps relating to vulnerability to climate change impacts and disasters. Developed in partnership with Pacific regional organisations (SPC/SOPAC and SPREP), the Government of Niue have identified five priority areas of attention, which form the goals in the JNAP Implementation Matrix.

The global impacts of desertification and land degradation prompted the United Nations Organization to adopt the United Nations Convention to Combat Desertification (CCD) in 1994. Niue acceded to the UNCCD on 12 August 1998 and entered into force on 10 November 1998. Under the CCD all parties to the Convention are expected to prepare and implement a National Action Programme (NAP). The action plan formulated and information presented are largely drawn from previous environmental reports and recommendations, which relate to land degradation and/or drought mitigation measures.
