Based on a report made by the Finnish Immigration Service, decisions on asylum applications largely meet the criteria laid down in the law. Deficiencies in the quality of interpretation of asylum interviews and processing of asylum applications were, however, detected. It is likely that the number of deficiencies became bigger than normal following a sudden tenfold increase in asylum seekers in 2015 and a need to quickly increase the amount of human resources required for the process.

Introduction

‘Challenging the Customary Divide’ puts together the stories of five women whose economic and social well-being were improved and later became leaders in their respective fields through their participation in the post-conflict rebuilding of Nepal under the project Strengthening Implementation of the Women, Peace and Security Agenda in Nepal (SIWPSAN): Towards Implementation of the National Action Plan on UNSCRs 1325 and 1820. Like the SIWPSAN project, the book is an initiative of UN Women-Nepal with the support of the Finland Government.

In the first round of allocation of funding this year, Finland granted EUR 67 million to humanitarian aid organisations by decision of Minister for Foreign Trade and Development Anne-Mari Virolainen. The funding will be channelled via principal UN specialised agencies, the Red Cross Movement, and six Finnish civil society organisations.

Finland will assist areas suffering from conflicts and drought in Yemen, Northeast Nigeria, the Democratic Republic of Congo and Ethiopia.

On 20 December, the Ministry of the Interior confirmed the decision of the ministerial working group on migration concerning the allocation of the refugee quota of 750 people for 2018.

Finland is committed to receive Syrian refugees from Turkey and Congolese refugees from Zambia in the 2018 quota. As a result of the ongoing conflict and humanitarian crisis in Syria, millions of people have been forced to leave their homes. About 33,000 Congolese refugees have fled to Zambia because of long-standing violence. Most of these refugees are women and children.

On Friday 1 December, the President of the Republic and the Ministerial Committee on Foreign and Security Policy received a periodic review of the Defence Forces’ participation in international training and exercises in 2018. Decision on participation in the exercises is made from Finland’s own premises. In participation, both the significance of the exercises for the development of Finland’s defence capabilities and foreign and security policy perspectives will be taken into account. In 2018, the number of international exercises will remain at the same level as they are this year.

A new national migration report — International Migration 2016–2017, Report for Finland — has been published and submitted to the OECD. The report provides a concise summary of migration policy guidelines, key legislative amendments and up-to-date statistics.

The new migration report provides a comprehensive overview of how migration policy and the migration situation have evolved in Finland in 2016–2017.

At the invitation of the Myanmar Government, we visited Northern Rakhine today. We went to a number of villages in Maungdaw and Rathedaung districts and met a mixture of local communities.

This initiative by the Government of Myanmar allowed us to show support for the many people of all communities in northern Rakhine who have suffered and still feel great insecurity.

Press release from the Ministry of the Interior and the Crisis Management Centre

The Ministry of the Interior has sent a Technical Assistance and Support Team (TAST) of three experts to the Commonwealth of Dominica through the EU Civil Protection Mechanism to assist in the relief and recovery efforts after Hurricane Maria. The Crisis Management Centre (CMC Finland) assembled the team and is in charge of logistics. The operation is planned to last three weeks. The experts left for Dominica on Saturday, 30 September.

Finland allocates EUR 380,000 to the Red Cross to support its humanitarian aid in Bangladesh, along the border with Myanmar. More than 420,000 Rohingya have fled violence from Myanmar’s Rakhine state to Bangladesh in the past month.

Most of the Rohingya fleeing Myanmar are women and children. They are living in extremely difficult conditions and are in dire need of food, clean water, shelter, basic supplies, and healthcare.

By decision of Minister for Foreign Trade and Development Kai Mykkänen, Finland’s humanitarian aid will amount to EUR 61.4 million, of which approximately EUR 20 million will be channelled to the famine-hit countries in the Horn of Africa and to Nigeria and Yemen.

A working group at the Ministry of Education and Culture proposes over 40 new measures to respond to the education needs created by the growth in the number of asylum seekers and immigrants. The final report of the working group was submitted to Minister of Education and Culture Sanni Grahn-Laasonen.

The working group is concerned that pupils and students with an immigrant background have poorer learning outcomes than their peers in the original population and suggests further studies on the matter.

There is an increasing need for internal security expertise to plan and carry out civilian crisis management operations which aim at stabilising countries in conflict. This will be an effective way of preventing cross-border threats, such as the spread of organised crime, terrorism, human trafficking and uncontrolled migration. The future of civilian crisis management of Finland and Sweden will be discussed at an international conference to be held in Helsinki on 15 February.

Following a decision by Minister for Foreign Trade and Development Kai Mykkänen, Finland granted an additional EUR 14 million for humanitarian crisis areas across the world in late December 2016. Emergency relief will be directed at the southern African region that suffers from El Niño-induced drought, Yemen, South Sudan, Kenya, Chad, Iraq, Northern Nigeria, and Afghanistan’s refugee situation. This aid will be channelled through the UN World Food Programme (WFP), the UN Refugee Agency (UNHCR) and the UN Children's Fund (UNICEF).

What: Helsinki Conference on Supporting Syrians and the Region
