Executive Summary

The Association of Southeast Asian Nations or ASEAN was established on 8 August 1967. The Member States of the Association are Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Viet Nam. ASEAN collectively has a population of over 600 million people with the third largest labour force in the world, and by 2050, ASEAN is expected to rank as the fourth-largest economy in the world. Yet, ASEAN is also the most natural disaster-prone region in the world.

1) Most of disasters in Week 13 were hydro-meteorological in nature with minor floods, strong wind and landslides in Indonesia, Singapore and Thailand. Thailand Meteorological Department issued a summer storm warning for northeastern and eastern provinces for Week 14.

Introduction

Typhoon Haiyan (Philippine name, ‘Yolanda’), made landfall in the Philippines on 8 November 2013. It is considered to be one of the strongest typhoons ever recorded in world history, based on maximum wind speed, with a wind gust reaching up to 320 km/hour at its peak.

The AJDRP (ASEAN Joint Disaster Response Plan) book is the published version of the ASEAN Joint Disaster Response Plan that was endorsed by the ASEAN Committee on Disaster Management (ACDM) meeting in Manado, Indonesia, on October 2016. The plan contains multiple large scale disaster scenarios and list of assets that can be mobilised by the member states in the event of large-scale disasters. The goal of the Plan is to provide a common framework to deliver a timely, at-scale and joint response through mobilisation of required assets and capacities.

It is with excitement we bring you our 35th edition.
From The Column’s beginnings in 2015, our goal was to become the number one reference for disaster management in the ASEAN region.

Fast-forward to the new year of 2018 and this optimism lives on. We believe The Column shall not only become the number one reference in ASEAN, but also outside the region, as ASEAN works towards becoming a global leader, as well as a centre for excellence on disaster management.

Drought, earthquakes, floods, typhoons, volcanoes, and civil unrest, compounded by limited government response capacity in some countries, present significant challenges to vulnerable populations in the East Asia and the Pacific (EAP) region. Between FY 2008 and FY 2017, USAID’s Office of U.S. Foreign Disaster Assistance (USAID/OFDA) and USAID’s Office of Food for Peace (USAID/FFP) provided humanitarian assistance in response to a range of natural and complex emergencies in the region.

As of 26 December 2017, a total of 3,195 suspected dengue cases were reported in 2017. The total number of reported dengue cases, including dengue haemorrhagic fever and dengue shock syndrome was lower than the 3 year-threshold of the same period from 2014-2016 (Figure 1).
