SITUATION OVERVIEW

On 26 February 2018, a 7.5 magnitude earthquake hit the Highlands Region of Papua New Guinea (PNG) affecting around 544,000 people in Enga, Gulf, Hela, Southern Highlands and Western provinces. Of these, more than 270,000 people are in immediate need of life-saving assistance.

SITUATIONAL ANALYSIS

ENSO forecast from global centers indicate a 50% chance of El Niño conditions developing during the second half of 2017. There are chances for the current persisting neutral condition to continue or weak to moderate El Niño like conditions might be possible. Historical data suggests that El Niño events which has onset from July to October are relatively weaker though other possibilities are not entirely ruled out at this stage.

In Papua New Guinea, eighty percent of the population is semi-dependent on rain-fed subsistence farming, and more than three quarters of the food consumed in the country is locally grown. As a result, any disruption to household food production has an immediate, severe and lasting impact on food security in the country. The highlands, with approximately 2.2 million people in many thousands of small and isolated villages, are more vulnerable to these weather extremes.

The Pacific islands are uniquely vulnerable to a variety of unpredictable events - natural disasters, including potential climate change impact, as well as health emergencies. The region is made up of mainly very small countries with poor socio-economic development. These and other contextual factors result in unique challenges in building systems, skills and experience necessary to maintain and promote a well functioning national society.

This Emergency Appeal seeks CHF 740,642 (USD 672,146 or EUR 452,390) in cash, kind, or services to support the Papua New Guinea National Society (PNGRCS) to assist 13,000 beneficiaries for 3 months.

CHF 25,000 (USD 22,400 OR EUR 15,260) was allocated from the Federation's Disaster Relief Emergency Fund (DREF) to support this operation. Unearmarked funds to replenish DREF are encouraged.

Despite slow funding, projects featured in the appeal are moving forward, notably the installation of safe water supplies, the training of health personnel and support for community health measures. Distribution of relief goods, a major logistics feat, has been almost completed. The Federation and the National Society are participating in the commemoration of the first anniversary of the Aitape tsunami disaster.

After an overwhelming response to the disaster that amply covered immediate needs, the emergency phase of the operation has ended. The National Society and Federation, which distributed relief supplies to the homeless in six care centres, is now drafting a rehabilitation plan.
