Quality Cash Coordination Framework (QCCF)

Introduction

Global Cash Advisory Group (gCAG): Quality Cash Coordination Diagnostic & Accountability Tool

This tool in Activity Info supports CWGs to plan, assess and report on their activities, and track quality metrics. It consolidates and automatically generates stock-taking reports for CWG needs and other external reporting.

Overview

The gCAG developed the Quality Cash Coordination framework and key performance indicators (KPIs) via consultations in 2023. Instead of creating separate platforms or tools to report on cash coordination basic information and quality metrics, all of the key information is included in one tool. Local engagement is a crucial part of quality cash coordination, but is often not prioritised or lacks resources. It is now a core part of the tool, based on feedback from local/national actors to integrate local engagement into the essential components of cash coordination.

About the Cash Coordination Tool

  • “One and you’re done” - By filling out the information required for country and global tracking, you are also compiling data on the quality of cash coordination - to support your CWG to highlight your successes and potential issues.
  • The questions are multiple choice, not open-ended. The exercise is estimated to take 35 minutes.
  • Answering the required questions will meet your essential tracking or ‘health check’ reporting recommendations, including those requested by the CAG. There are also optional questions that can help you to prioritise improvements, and ultimately decide whether to request resources (see Action Planning below).
  • When you finish entering the information, the automatically generated reports will provide an overview of where your CWG’s strengths and challenges are. These reports can be shared with others, like donors, to demonstrate progress or highlight gaps.
  • Once the information is entered into the Dashboard, it is easy to update.
  • The reports may raise some specific questions or key challenges for cash coordination. These two resources provide essential information to support you in making improvements:
    • The CAG Quality Cash Coordination Framework provides a clear and common understanding of what cash coordination looks like when it is accountable, predictable, effective, and efficient. [ADD LINK]
    • Local engagement in cash coordination: This guidance is a collation of experiences and good practices organised across a spectrum of engagement. It can help your CWG identify actionable recommendations on how to strengthen local leadership in cash coordination. [ADD LINK]
  • Action planning: Once you have read through the dashboard reports (and perhaps reviewed the local engagement and QCC resources), your CWG may want to address the gaps or challenges. The action plan is a simple tool that helps you prioritise recommendations based on the results, then operationalise them by agreeing on specific tasks and deadlines with your CWG members. It is also the template used to request resources/support for your CWG from the CAG.
