IASC Task Force 5 – Localization Online Repository
Introduction
In October 2021, the Inter-Agency Standing Committee (IASC) endorsed its biennium Strategic Priorities (SP) for 2022-2023, reflecting the collective commitment to deliver humanitarian assistance and protection. Overall the Principals committed to prioritize and work together to ensure that: (a) humanitarian space is preserved and International Humanitarian Law and humanitarian principles are upheld, (b) accountability to affected populations becomes a fundamental pillar of humanitarian response, (c) Centrality of Protection remains at the heart of humanitarian action while system-wide investments on PSEAH continue, (d) gender equality and the empowerment of women and girls is mainstreamed across humanitarian action, and (e) the impact of the climate crisis is addressed.
In line with these priorities, time bound task forces were established to focus on topics such as: Counter-Terrorism and Bureaucratic & Administrative Impediments; the Centrality of Protection; Accountability to Affected Populations; Localization; and Humanitarian-Development Collaboration and its linkages to Peace.
The Taskforce 5 on Localization will continue the efforts of the of IASC Results Group 1 sub-group on localization, to enable the meaningful engagement and leadership of local and national actors (with a special focus on women-led organizations) in humanitarian response, enhancing capacity exchange and increasing direct funding
Overview
The online repository includes guidance, policies, good practices, case studies, and information on localization initiatives and projects with a specific focus on the representation of relevant national and local actors in leadership and coordination structures.
While the the IASC Task Force 5 on localization overviews the design and content of the online repository, it is technically managed by the ReliefWeb team. Webinars and Trainings
On 28 January 2021 over 170 people tuned in to the IASC’s online briefing on Strengthening the Participation, Representation and Leadership of Local Actors in Humanitarian Coordination. The objective of the briefing was to review progress made to date on localisation and identify impediments, including what can be done to resolve them.
