Countering Harmful Information in Humanitarian Contexts

Introduction

Over the last decade, harmful information has been amplified by the expansion of digital connectivity, increasing dependency on mobile phones, messaging apps and social media, and most recently by the rise of generative AI. Those involved are not only state and non-state actors, but also individuals and cyber groups. Harmful information can spread at scale with extraordinary speed and sophistication and through novel means. Information that is misleading, inaccurate, hateful or inflammatory has far more potential to spread and cause harm than ever before.
