SITUATION

1. EXCESSIVE RAINS DURING OCTOBER CAUSED SERIOUS FLOODING OF CAUCA AND MAGDALENA RIVERS AND AFFLUENTS, AFFECTING 145,000 PEOPLE, AND COVERING ALMOST ONE THIRD OF THE COUNTRY.

2. GOVERNMENT HAS DECLARED NATIONAL EMERGENCY AND APPEALED FOR INTERNATIONAL ASSISTANCE.
