GENERAL SITUATION

1. THE LATEST INFORMATION FROM GOVERNMENTAL ASSESSMENT MISSIONS INDICATES THAT THE FOLLOWING SIX PROVINCES WERE AFFECTED BY THE FLASHFLOODS: SHABWA, HADHRAMAWT, AL MAHRA, MARIB, ABYAN AND ALJAWF. ON 20 JUNE 1996, THE GOVERNMENT REPORTED THE FOLLOWING PRELIMINARY DETAILS ON THE IMPACT OF THE FLOODS:

HARIB DISTRICT IN GOVERNORATE OF MARIB

  • 26 DEATHS
  • 105 MISSING
  • 330 FAMILIES HOMELESS
  • 266 HOUSES DESTROYED
  • 1,500 VEHICLES LOST
  • HEALTH CENTRES, SCHOOLS, WATER PUMPS DAMAGED
  • ELECTRICITY NETWORK COMPLETELY DESTROYED.
GOVERNORATE OF SHABWA
  • 139 COLLAPSED HOUSES
  • TOP SOIL LOSSES
  • WATER AND ELECTRICITY SUPPLIES SEVERELY DAMAGED
  • POPULATION IN THIS AREA IS MOSTLY NOMADIC AND LOST PART OF THEIR LIVESTOCK.
2. THE GOVERNMENT ESTIMATES THAT IN THE TWO GOVERNORATES OF MARIB AND SHABWA ALONE, 85 PERSONS WERE KILLED, 243 ARE MISSING AND 4,000 HOUSEHOLDS ARE AFFECTED (AT LEAST 20,000 PEOPLE). 300 SQ KM OF AGRICULTURAL LAND WAS DESTROYED AND 160 KM OF ROADS INCLUDING SEVERAL BRIDGES WERE DAMAGED.

3. REPORTS FROM THE OTHER AFFECTED AREAS ARE NOT YET AVAILABLE, AS ASSESSMENT TEAMS CONTINUE THEIR WORK.

4. ALTHOUGH NO EPIDEMICS HAVE BEEN REPORTED SO FAR, SECONDARY THREATS FOLLOWING THE FLOODS MAY BE OUTBREAKS OF MALARIA, DIARRHOEA AND TYPHOID BECAUSE OF WIDE-SCALE DISRUPTION OF WATER SUPPLY AND SANITATION SYSTEMS.

INTERNATIONAL RESPONSE

5. TWO ASSESSMENT TEAMS, LED BY TWO SENIOR UN EXPERTS, LEFT TO THE GOVERNORATES OF SHABWA AND MARIB ON 20 JUNE AT 7:30 HRS LOCAL TIME . THE TEAMS WERE EACH COMPOSED OF EXPERTS IN NUTRITION, FOOD, AGRICULTURE, LOCAL STRUCTURES AND LOGISTICS PROVIDED BY WFP, UNDP, UNICEF, FAO, WHO, WORLD BANK, OXFAM AND CARE.

6. THE DHA/UNDAC TEAM IS STRENGTHENING THE CAPACITY OF THE OFFICE OF THE UN/DHA RESIDENT COORDINATOR IN DATA COLLECTION AND EVALUATION. TODAY THE TEAM, TOGETHER WITH THE MINISTER OF ELECTRICITY AND WATER SUPPLY AND THE UN/DHA RESIDENT COORDINATOR, IS CARRYING OUT A FIELD ASSESSMENT IN ALJAWF GOVERNORATE AND WILL PROCEED TO OTHER AFFECTED AREAS TO LINK UP WITH THE UN ASSESSMENT TEAMS FROM TOMORROW.

REQUIREMENTS FOR INTERNATIONAL ASSISTANCE

7. THE BASIC NEEDS REMAIN THE SAME AS IDENTIFIED IN DHA SITREPS 1 AND 2.

8. ACCORDING TO INITIAL REPORTS FROM THE ASSESSMENT TEAM, MOST ITEMS ARE AVAILABLE LOCALLY. CASH CONTRIBUTIONS FOR LOCAL PURCHASE OF RELIEF SUPPLIES ARE THEREFORE CONSIDERED MOST APPROPRIATE.

CHANNELS OF DELIVERY OF INTERNATIONAL AID

9. THERE ARE THREE INTERNATIONAL AIRPORTS AT VARYING DISTANCES FROM THE DISASTER AREAS. ROAD LINKS ARE VERY DIFFICULT AND IT IS IMPORTANT THAT INCOMING FLIGHTS CARRYING RELIEF SUPPLIES ARE DIRECTED TO THE CORRECT AIRPORT. TO ENSURE THIS, DONORS ARE INVITED TO CLEAR ALL REQUESTS FOR INCOMING FLIGHTS WITH THE OFFICE OF THE UN/DHA RESIDENT COORDINATOR IN SANA'A, MR. ONDER YUCER, TEL. NO. + 967-1-415 505, FAX NO. + 967 - 1 - 412 541.

10. DHA IS PREPARED TO SERVE AS A CHANNEL FOR CASH CONTRIBUTIONS TO BE USED DURING THE IMMEDIATE RELIEF PHASE. FUNDS ARE SPENT IN COORDINATION WITH RELEVANT ORGANIZATIONS OF THE UN SYSTEM, AND DHA PROVIDES DONOR GOVERNMENTS WITH WRITTEN CONFIRMATION ON UTILIZATION OF FUNDS CONTRIBUTED.
