1. GENERAL SITUATION:

FROM 14 TO 16 JUNE HEAVY RAINS AND FLOODS STRUCK ALL PARTS OF YEMEN CAUSING EXTENSIVE DAMAGE TO MANY VILLAGES, TOWNS AND CITIES ACROSS THE COUNTRY. FOUR GOVERNORATES, SHABWAH, HADHRAMOUT, MAREB AND ALJAWF WERE HEAVILY HIT AND THE GOVERNMENT OF YEMEN DECLARED THE ABOVE GOVERNORATES DISASTER AREAS. ACCORDING TO A DECEMBER 1994 CENSUS, THE TOTAL POPULATION OF THESE GOVERNORATES IS 1.9 MILLION PEOPLE OF WHICH 65 PER CENT ARE IN RURAL AREAS. INITIAL REPORTS FROM THE AFFECTED AREAS INDICATE THAT THE DAMAGE WAS VERY SERIOUS. EIGHTY (80) PEOPLE HAVE BEEN KILLED BY THE FLOODS AND MANY OTHERS INJURED. AS YET UNSPECIFIED, A LARGE NUMBER OF HOUSES WERE TOTALLY DESTROYED AND WIDESPREAD DAMAGE WAS CAUSED TO BUILDINGS, HOSPITALS, ROADS, BRIDGES, EQUIPMENT, COMMUNICATION LINES, WATER SUPPLIES AND AGRICULTURAL LAND.

2. NATIONAL RESPONSE:

THE GOVERNMENT AND THE RED CRESCENT HAVE INITIATED IMMEDIATE RELIEF ASSISTANCE WITH TENTS AND BLANKETS. HOWEVER, MORE FOOD, MEDICAL SUPPLIES, SHELTER AND WATER TANKS ARE URGENTLY NEEDED FOR THE FLOOD VICTIMS. THE INJURED WERE TRANSFERRED TO HOSPITALS IN THE CAPITAL SANA'A. THE PRESIDENT OF YEMEN HAS IMMEDIATELY FORMED A MINISTERIAL COMMITTEE CONSISTING OF FOUR MINISTERS TO SURVEY THE DAMAGE AND REPORT TO THE GOVERNMENT WITHIN 72 HOURS. ON 17 JUNE, THE GOVERNMENT ISSUED AN APPEAL FOR INTERNATIONAL HUMANITARIAN ASSISTANCE TO HELP THE AFFECTED POPULATION. THE UN/DHA RESIDENT COORDINATOR AND UNDP RESIDENT REPRESENTATIVE MET WITH THE PRIME MINISTER OF YEMEN TODAY 18 JUNE TO DISCUSS THE EXTENT OF DAMAGE AND UN ASSISTANCE DURING THE EMERGENCY PHASE.

3. COUNTRY-LEVEL INTERNATIONAL RESPONSE:

THE UN IS COORDINATING WITH THE YEMENI GOVERNMENT AND INTERNATIONAL ORGANIZATIONS A COLLECTIVE RESPONSE FOR PROVISION OF EMERGENCY RELIEF. A MEETING OF THE UN DISASTER MANAGEMENT TEAM (UN-DMT) TOOK PLACE THIS MORNING TO COORDINATE THE UN RESPONSE TO THE DISASTER. ANOTHER MEETING OF THE UN TEAM, INCLUDING NGOs PRESENT IN YEMEN, WILL TAKE PLACE LATER TODAY TO AGREE ON A PLAN OF ACTION FOR RAPID ASSESSMENT AND EMERGENCY RELIEF ASSISTANCE.

4. REQUIREMENTS FOR INTERNATIONAL ASSISTANCE:

URGENTLY NEEDED RELIEF ASSISTANCE INCLUDES COOKING UTENSILS, SANITATION, MEDICAL SUPPLIES, MOBILE WATER TANKS, SUPPLY OF CLEAN DRINKING WATER, FOOD, BLANKETS AND SHELTER.

5. CHANNELS OF DELIVERY OF INTERNATIONAL AID:

THE GOVERNMENT HAS THE CAPACITY TO DELIVER EMERGENCY ASSISTANCE PROVIDED BY INTERNATIONAL ORGANIZATIONS. THE MINISTRY OF DEFENCE AND THE MINISTRY OF INTERIOR/CIVIL DEFENCE ARE CURRENTLY ENGAGED IN THE RELIEF EFFORT. SINCE ROADS AND BRIDGES HAVE BEEN SERIOUSLY DAMAGED OR DESTROYED, THE MENTIONED MINISTRIES ARE USING THEIR AIRCRAFT AND HELICOPTERS FOR SURVEYING THE AREA DAMAGED AND DELIVERING EMERGENCY ASSISTANCE.

6. INTERNATIONAL PLEDGES AND CONTRIBUTIONS:

UNDP IS IN A POSITION TO IMMEDIATELY DISBURSE US DOLLARS 50,000 TO HELP THE GOVERNMENT OF YEMEN TO COORDINATE INTERNATIONAL ASSISTANCE AND TO ATTEND TO SOME OF THE RELIEF NEEDS. OTHER ORGANIZATIONS SUCH AS CARE INTERNATIONAL, OXFAM AND SEVERAL EMBASSIES IN SANA'A INDICATED THAT MOBILIZATION OF ASSISTANCE IS UNDERWAY.

DHA IS PREPARED TO SERVE AS CHANNEL FOR CASH CONTRIBUTIONS TO BE USED DURING IMMEDIATE RELIEF PHASE. FUNDS ARE SPENT IN COORDINATION WITH RELEVANT ORGANIZATIONS OF UN SYSTEM, AND DHA PROVIDES DONOR GOVERNMENTS WITH WRITTEN CONFIRMATION ON UTILIZATION OF FUNDS CONTRIBUTED.

FUNDS SHOULD BE TRANSFERRED TO DHA ACCOUNT NO. C0-590.160.1 AT SWISS BANK CORPORATION, CASE POSTALE 2770, CH-1211 GENEVA 2, WITH REFERENCE: YEMEN - HEAVY RAINS, DHA-GENEVA.
