BACKGROUND:
Gender-based violence (GBV) remains a critical protection concern in Yemen, driven by nine years of conflict and compounded by overlapping emergencies such as violent conflict, economic collapse, climate-induced disasters, and disrupted public services. Women and girls are disproportionately affected, comprising 80% of the 4.8 million displaced individuals, with approximately a quarter of displaced households headed by women.
According to the 2025 Humanitarian Response Plan, 6.2 million people in Yemen need GBV-related protection and services. The GBV AoR aims to reach 900,000 individuals at risk of GBV through specialized interventions. This includes 742,701 internally displaced persons (IDPs), 88% of whom are women and girls, as well as other vulnerable groups such as individuals with disabilities, the Muhamasheen community, female-headed households, and child survivors of GBV.
The GBV AoR is led by UNFPA and Co led by Yemen Women Union at the national level (Sana’a). At the sub-national level, there are 5 hubs and two sub-hubs, each with a hub level coordinator. Each hub level GBV AoR has approximately 20 members.
