SITUATION
1. THE GOVERNMENT PROVIDED THE FOLLOWING UPDATE OF DAMAGE ASSESSMENTS:
  • DEATHS: 338
  • HOMELESS FAMILIES: 22,842
  • DESTROYED HOUSES: 1,820
  • DESTROYED/DAMAGED HEALTH CENTRES: 43
  • DESTROYED/DAMAGED SCHOOLS: 53.
  • OTHER FIGURES REPORTED EARLIER REMAIN UNCHANGED.
AND INTERNATIONAL RESPONSE

2. THE MINISTRY OF HEALTH IS RESPONSIBLE FOR THE STORAGE, TRANSPORTATION AND DISTRIBUTION OF RELIEF SUPPLIES RECEIVED. THE NATIONAL RED CRESCENT IS ALSO ASSISTING IN THIS RESPECT. LARGE QUANTITIES OF RELIEF SUPPLIES HAVE ARRIVED IN-COUNTRY AND DISTRIBUTION OF DONATED ITEMS IS UNDERWAY.

3. THE ON-SITE OPERATIONS COORDINATION CENTRE (OSOCC) IS CLOSELY MONITORING THE IMPLEMENTATION PROCESS OF ALL ACTIVITIES FUNDED WITH EMERGENCY RESPONSE CONTRIBUTIONS BY DONOR COUNTRIES. IT IS ALSO GATHERING AND ORGANIZING IN-DEPTH ASSESSMENTS WHICH ARE COMING IN FROM TECHNICAL TEAMS OF THE GOVERNMENT, UN AGENCIES, NGOS AND BILATERAL DONORS.

4. WHO HAS DISTRIBUTED SIGNIFICANT AMOUNTS OF MEDICAL SUPPLIES AND TWO MEDICAL KITS (ONE EACH TO SHABWA AND MARIB). COMPREHENSIVE EPIDEMIOLOGICAL SURVEYS ARE BEING UNDERTAKEN. THERE IS CONCERN ABOUT THE CAPACITY OF HEALTH FACILITIES TO PROVIDE ADEQUATE SERVICES IF CHOLERA AND/OR MALARIA EPIDEMICS WERE TO BREAK OUT AS A RESULT OF THE FLOODS.

5. CARE AND OXFAM ARE WORKING IN SHABWA TO PROVIDE CLEAN WATER AND TO REPAIR PUMPS AND WELLS DAMAGED BY THE FLOODS. A GERMAN TECHNICAL SUPPORT SERVICES TEAM COMMISSIONED BY THE GERMAN GOVERNMENT IS ASSISTING WITH EMERGENCY REPAIR AND REHABILITATION OF THE WATER SYSTEM IN MARIB. UN COMMISSIONED ASSESSMENT TEAMS ARE WORKING IN SIX AFFECTED GOVERNORATES TO COMPLETE AN OVERALL ASSESSMENT OF THE NEEDS IN THE WATER SECTOR.

6. A TEAM OF DHA COMMISSIONED ENGINEERS FROM THE SWISS DISASTER RELIEF UNIT CARRIED OUT AN ASSESSMENT OF EMERGENCY REPAIR AND REHABILITATION REQUIREMENTS REGARDING ROADS AND BRIDGES AS WELL AS POWER AND ELECTRICAL INFRASTRUCTURE. THE REPORT IS EXPECTED TO BE AVAILABLE THIS WEEK. PRIORITY NEEDS FOR RESTORING POWER AND ELECTRICAL INFRASTRUCTURE HAVE BEEN IDENTIFIED BY THE SDR EXPERT AND A UN TEAM.

7. FAO IS CARRYING OUT AN AGRICULTURAL ASSESSMENT OF THE AFFECTED AREAS. ACCORDING TO PRELIMINARY RESULTS, LOSSES IN THE AGRICULTURE SECTOR IN HADRAMAUT GOVERNORATE ARE ESTIMATED AT ABOUT USD 1.4 MILLION AND IN SHABWA AT ABOUT USD 1.3 MILLION, EXCLUDING THE VALUE OF THE CULTIVABLE LAND WHICH HAS BEEN WASHED AWAY. IN SHABWA, 67 PER CENT OF GABION STRUCTURES ARE IN GOOD CONDITION, BUT IT IS RECOMMENDED TO EXTEND AND RAISE THE STRUCTURES TO WITHSTAND FURTHER FLOODS. AN ESTIMATED 7 PER CENT OF THE GABIONS ARE IN NEED OF MINOR REPAIRS, 20 PER CENT IN NEED OF MAJOR REPAIRS AND 6 PER CENT ARE DESTROYED. THE REPAIR OF GABION STRUCTURES IS A PRIORITY NEED IN ORDER TO PROTECT COMMUNITIES AND AGRICULTURAL

LAND AGAINST FUTURE FLOODS.

8. THE WORLD BANK IS FIELDING AN ASSESSMENT MISSION TO REVIEW NEEDS IN THE AREAS OF TRANSPORT, WATER AND AGRICULTURE WITH A VIEW TO ALLOCATE FUNDS DRAWN FROM EXISTING OR UPCOMING PROJECTS OR A POTENTIAL NEW CREDIT FOR THE FLOOD EMERGENCY.

9. WMO IS PROVIDING 24 HOUR WEATHER FORECASTS TO DHA FOR YEMEN. REQUIREMENTS FOR INTERNATIONAL ASSISTANCE

10. DHA WOULD LIKE TO HIGHLIGHT THE FOLLOWING OUTSTANDING NEEDS WHICH ARE CONSIDERED AS PRIORITY REQUIREMENTS IN ORDER TO FACILITATE THE TRANSITION FROM RELIEF TO REHABILITATION:

  • ADDITIONAL DRUGS (AGAINST MALARIA, DIARRHOEA AND TYPHOID) AND BLANKETS
  • TECHNICAL EQUIPMENT AND BUILDING MATERIAL FOR EMERGENCY REPAIR WORKS:
  • IN THE WATER SECTOR: WATER PUMPS, POWER GENERATORS, WATER TRUCKS, WATER PIPES, WATER TANKS AND RESERVOIRS
  • FOR POWER AND ELECTRICAL INFRASTRUCTURE: O.H.L. CONDUCTORS, POLES AND ACCESSORIES, TRANSFORMERS AND GENERATORS
  • TO SUPPORT AGRICULTURE AND FOOD SECURITY AND TO PROTECT AGAINST ANY FURTHER LAND DESTRUCTION IN THE UPCOMING RAINY SEASON: GABIONS, BINDING WIRE AND ISOLATION SHEETING.
11. DONORS INTERESTED TO PROVIDE CASH OR IN-KIND CONTRIBUTIONS IN THESE AREAS ARE INVITED TO CONFER WITH DHA.

12. OVER AND ABOVE CONTRIBUTIONS FOR EMERGENCY RELIEF, THE INTERNATIONAL COMMUNITY IS URGED TO PROVIDE FURTHER EXTENSIVE SUPPORT TO THE GOVERNMENT OF YEMEN IN THE LONGER-TERM REHABILITATION AND RECONSTRUCTION OF THE DISASTER-STRUCK REGIONS. INPUTS WILL BE REQUIRED WHICH ARE DESIGNED TO REDUCE VULNERABILITY AND MITIGATE THE IMPACT OF FUTURE DISASTERS. IN ADDITION TO THE REPAIR AND RECONSTRUCTION OF ROAD, ELECTRICAL, HEALTH AND AGRICULTURAL INFRASTRUCTURE, THE NEEDS OF THOSE DISASTER VICTIMS WHO HAVE LOST AGRICULTURAL LAND AND THEIR LIVESTOCK WILL ALSO HAVE TO BE TAKEN INTO CONSIDERATION.

CONTRIBUTIONS AND PLEDGES

13. THE INTERNATIONAL RESPONSE HAS SO FAR BEEN TIMELY AND SIGNIFICANT IN TERMS OF CASH AND IN-KIND CONTRIBUTIONS MADE BY THE UN SYSTEM, BILATERAL DONORS AND NGOS. THE TOTAL VALUE OF CONTRIBUTIONS ANNOUNCED TO DHA BY THE INTERNATIONAL COMMUNITY IS ESTIMATED AT OVER USD 10 MILLION AS DETAILED BELOW.
