AFFECTED AREA

1. ON MONDAY 24 JUNE 1996, THE UN/DHA RESIDENT COORDINATOR LED AN ASSESSMENT MISSION TO HADRAMAUT GOVERNORATE TOGETHER WITH GOVERNMENT AUTHORITIES AND THE UNDAC TEAM.

2. THE MAIN DAMAGE IN HADRAMAUT IS THE MAJOR DESTRUCTION OF THE MAIN PAVED ROAD WITH 500 M WASHED AWAY COMPLETELY. PART OF THE GOVERNORATE IS NOT ACCESSIBLE BY TRANSPORT TRUCKS. TWO MAIN IRRIGATION CHANNELS FROM A DAM TO A LARGE CULTIVATED AREA ARE BLOCKED WITH SAND AND THE WATER PATH WAS DIVERTED. THIS HAS AFFECTED 10,000 PEOPLE.

3. THE TEAM AND GOVERNMENT AUTHORITIES WERE UNABLE TO ASSESS PROVINCES A'AHWAR AND QAISHAN IN ABYAN GOVERNORATE, AS ACCESS WAS IMPOSSIBLE. THE TEAM RECEIVED REPORTS THAT THE AREA WAS ALSO SERIOUSLY AFFECTED. FURTHER WESTERN PARTS OF AL MAHRA GOVERNORATE HAVE BEEN FLOODED WITH DAMAGE TO HARVEST AND TOP SOIL.

4. REGARDING THE SITUATION IN THE OTHER GOVERNORATES PLEASE REFER TO DHA SITUATION REPORT NO. 4.

COUNTRY-LEVEL INTERNATIONAL RESPONSE

ON WEDNESDAY, 26 JUNE THE UN/DHA RESIDENT COORDINATOR CONVENED THE THIRD DONOR MEETING TO INFORM ON THE LATEST RESULTS OF THE UNDAC ASSESSMENT MISSION.

6. IN THE AFTERNOON OF 26 JUNE AND IN THE MORNING OF 27 JUNE, THE ON-SITE OPERATIONS COORDINATION CENTRE (OSOCC) DEVELOPED A PLAN OF ACTION FOR THE IMPLEMENTATION OF THE DISASTER RELIEF OPERATION. PARTICIPATION IN THE OSOCC IS AS FOLLOWS: UNDAC TEAM (CHAIR), GOVERNMENT LIAISON OFFICER, UNDP, WFP, WHO, UNICEF, FAO, RED CRESCENT, OXFAM, CARE, UK LOGISTICIAN. ACCORDING TO THE ASSESSMENT RESULTS OF UN EXPERTS AND THE UNDAC TEAM, 17 EMERGENCY OPERATIONS WERE IDENTIFIED IN THE GOVERNORATES OF SHABWA, MAREB, ALJAWF AND HADRAMAUT WHICH CAN BE STARTED IMMEDIATELY, USING AVAILABLE DONOR CONTRIBUTIONS. THE OSOCC IS NOW WORKING ON DETAILED COST PLANS FOR THESE EMERGENCY OPERATIONS.

7. THE GOVERNMENT IS ABOUT TO ESTABLISH A DISASTER OPERATIONS COORDINATION CENTRE WITHIN THE MINISTRY OF PLANNING, WHICH WILL ACT AS A COUNTERPART TO THE OSOCC IN ORDER TO COORDINATE NATIONAL DISASTER RELIEF OPERATIONS AND THEIR INTERFACE WITH INTERNATIONAL SUPPORT.

SUMMARY OF UNDAC ASSESSMENT RESULTS

8. DESPITE THE EFFORTS UNDERTAKEN BY THE CENTRAL AND GOVERNORATE AUTHORITIES, THEY HAVE, DUE TO LIMITED AVAILABLE EMERGENCY BUDGETS, SERIOUS DIFFICULTIES TO COVER IMMEDIATE NEEDS. THE UNDAC ASSESSMENT HAS IDENTIFIED, BY SECTORS, HOW THE IMPACT OF THE DISASTER CAN BE ESSENTIALLY REDUCED BY USING DONOR CONTRIBUTIONS. THIS IS A PRELIMINARY RESPONSE PLAN, BASED ON A FIRST COMPLETE OVERVIEW. MORE DETAILED NEEDS MAY BE IDENTIFIED AS THE ASSESSMENTS ARE REFINED.

9. WATER (AFFECTED POPULATION APPROXIMATELY 50,000)

AREAS MAREB, SHABWA, ALJAWF, HADRAMAUT
NEEDS
  • WATER PUMPS (HORIZONTAL) TO REMOVE STAGNANT WATER FROM AGRICULTURAL LAND,
  • 40 WATER PUMPS (VERTICAL, SUBMERGED) TO PUMP WATER FROM 200
  • 300 M DEEP WELLS. APPROXIMATE COST ON LOCAL MARKET: USD 10,000 PER PUMP,
  • RE-ESTABLISHMENT OF WATER DRAINAGE SYSTEM IN MAREB (USD 50,000)
  • TO CLEAR BLOCKED IRRIGATION CHANNELS TO RE-START AGRICULTURE IN HADRAMAUT (USD 50,000)
  • TO HELP REPAIR WATER DISTRIBUTION SYSTEM IN HADRAMAUT, WHICH WAS UNDER CONSTRUCTION AND IS NOW SEVERELY DAMAGED BY FLOODS, AFFECTING APPROX. 10,000 PEOPLE. THE MATERIALS REQUIRED ARE 800 METAL WATER PIPES WHICH ARE AVAILABLE ON LOCAL MARKET AND A WATER TOWER (USD 35,000).
RESPONSE NATIONAL RESPONSE THROUGH WATER TRUCKING.
WATER TRANSPORTATION AND STORAGE FACILITIES WILL BE PROVIDED THROUGH NORWEGIAN IN-KIND CONTRIBUTION.
UNDP GRANT OF USD 50,000 WILL BE USED THROUGH CARE FOR WATER DRAINAGE SYSTEM IN MAREB.
PART OF THE CASH CONTRIBUTIONS PLEDGED BY DONORS WILL BE USED FOR LOCAL PURCHASE OF PUMPS.

    12. SHELTER (AFFECTED POPULATION APPROX. 9,000)

    AREAS MAREB, HADRAMAUT
    NEEDS TENTS, BLANKETS, COTTON SHEETING, COOKING UTENSILS FOR 2,000 HOUSEHOLDS
    RESPONSE TENTS, BLANKETS AND COOKING UTENSILS HAVE BEEN DELIVERED BY NATIONAL RED CRESCENT. TENTS AND PLASTIC SHEETING WERE RECEIVED FROM BRITISH GOVERNMENT/RED CROSS ON SUNDAY 23 JUNE ACCOMPANIED BY A LOGISTICIAN WHO WILL DEVELOP A DISTRIBUTION PLAN AND MONITOR DISTRIBUTION IN COOPERATION WITH THE OSOCC IN SANA'A. PROVISION OF COTTON SHEETS AND BLANKETS IS UNDER CONSIDERATION BY A GERMAN NGO. A JAPANESE DONATION OF TENTS AND BLANKETS FROM THE DHA PISA WAREHOUSE WILL ARRIVE IN SANA'A SHORTLY.
    SHORTFALL COOKING UTENSILS FOR 1,500 HOUSEHOLDS OR CASH (USD 75,000). NO MORE TENTS REQUESTED AT PRESENT.

    13. FOOD (AFFECTED POPULATION APPROX. 6,000)

    AREAS SHABWA, MAREB
    NEEDS FOOD
    RESPONSE DELIVERY OF NATIONAL FOOD RESOURCES. WFP FOOD SUPPLIES ARE BEING DELIVERED TO SELECTED POPULATION. FOOD DELIVERIES FROM UNITED ARAB EMIRATES, SAUDI ARABIA AND JORDAN WERE REPORTED.
    SHORTFALL IMMEDIATE NEEDS MET. FURTHER NEEDS TO BEIDENTIFIED IN COOPERATION WITH WFP.

    14. HEALTH (AFFECTED POPULATION APPROX. 40,000)

    AREAS MAREB, SHABWA, HADRAMAUT
    NEEDS DRUGS FOR MALARIA, TYPHOID AND DIARRHOEA ARE BEING MADE AVAILABLE IN TWO HEALTH KITS FROM WHO AND A DONATION FROM BRITISH GOVERNMENT/RED CROSS. A GERMAN NGO IS ALSO CONSIDERING CONTRIBUTING MEDICAL SUPPLIES.
    SHORTFALL IMMEDIATE NEEDS MET. FURTHER NEEDS TO BE IDENTIFIED IN COOPERATION WITH WHO.

    15. ACCORDING TO PRELIMINARY ESTIMATION, TAKING INTO ACCOUNT NATIONAL RESPONSE AND RESPONSE OF DONOR GOVERNMENTS AND NGOS, THE FOLLOWING CONTRIBUTIONS ARE STILL URGENTLY REQUIRED TO MEET IMMEDIATE NEEDS:

    • USD 785,000 IN CASH
    • 40 VERTICAL (SUBMERGED) WATER PUMPS OR CASH (USD 400,000)
    • 4 POWER GENERATORS 300 - 400 KVA OR CASH (USD 120,000)
    • COOKING UTENSILS FOR 1,500 HOUSEHOLDS OR CASH (USD 75,000).

    16. MORE THAN USD 1.1 MILLION IN TERMS OF IN-KIND AND/OR CASH CONTRIBUTIONS AND PLEDGES HAVE BEEN REPORTED TO DHA BY THE INTERNATIONAL COMMUNITY IN RESPONSE TO THIS DISASTER, AS DETAILED BELOW.
