By the end of 2022, the 2022 Humanitarian Response Plan (HRP), requiring USD $4.27 billion to assist 17.9 million people, was only 52 per cent funded. Funding gaps, combined with the continued conflict and access challenges, made Yemen one of the most difficult operating environments in the world. Significant bureaucratic restrictions and other impediments continued to delay and hinder the delivery of principled humanitarian assistance in 2022.
Despite critical funding shortfalls and a challenging operating environment, 225 humanitarian organizations, including 153 national NGOs, 60 international NGOs and 12 UN agencies, continued to deliver life-saving aid and protection services to an average of nearly 11 million people per month across the 333 districts of Yemen’s 22 governorates.
