Final Concept Note on Involving NGOs in Conducting SMART Surveys in Yemen (February 2020)

National and international NGOs are key humanitarian stakeholders and nutrition cluster partners in Yemen. Based on the information available at cluster level, NGOs support the MOPHP in strengthening humanitarian response covering about 10% of the OTP sites (over 300 sites) and 43% of the TSFP sites in country. Apart from SAM and MAM management, NGOs also implement BSFP for under-five and PLWs, IYCF, Management of SAM complications etc using different various response modalities including Static and mobile teams where they have been approved by the MOPHP.

While they are involved and trusted in saving lives of vulnerable children and PLWs, NGOs are currently not involved in the conducting assessments (in particular SMART surveys) of the people they serve due to reasons of their previously performance in SMART surveys. The cluster coordination team agrees that, it is important to take into consideration of past experiences, but it is equally important to note that we all use experiences/mistakes to learn and correct/improve our future performance. Thanks to UNICEF nutrition section and ACF SMART training organizers for inviting some of the NGOs to participate in the SMART trainings that were conducted in Aden in July 2019. In view of this, some of the NGOs acquired the needed knowledge and skills to participate in conducting SMART surveys to a level like those of GHOs/MOPHP/CSO participants.
