This assessment measures the extent to which
UNHCR has successfully implemented the principles contained in the Guidelines
on the Protection of Refugee Women from 1991. For this purpose, it
considers the following issues:
- Measures taken to respond to the particular
needs and risks faced by women and girls
- Effectiveness of UNHCR protection activities
in relation to these needs and risks
- Progress with regard to the goal of establishing
gender equality
In addition, the assessment explores linkages
between promoting protection and providing assistance, as well as between
meeting immediate needs and strengthening women's skills and capacities.
As part of the commemoration of the tenth
anniversary of the adoption of the Guidelines, the study is based
on a review of other assessments and reports, visits to five field sites,
interviews with UNHCR Headquarters staff, and information and materials
collected during ten years of Women's Commission field missions and technical
assistance activities.
