EXECUTIVE SUMMARY
LAC faces increasing climate-related disasters and migration pressures, with 78 million people highly exposed (IBD, 2023). Socio-economic inequalities, environmental degradation, and strained safety nets exacerbate vulnerabilities, impacting livelihoods, food security, and economic stability.
NORCAP, as part of the Norwegian Refugee Council, mobilizes expert support to address challenges in humanitarian, development, and peacebuilding contexts. Among its areas of expertise are Climate Action and Cash and Markets programming (CashCap as a flagship program), which together enable innovative, adaptive, and inclusive responses to climate-induced crises. This scoping exercise assessed regional needs, identified partnership opportunities, and shaped future support for collective efforts to integrate disaster risk management (including anticipatory action), climate action and social protection in LAC.
The KEY OUTCOMES of the scoping exercise include:
- Regional Overview – Rapid mapping of key actors and systems within disaster risk management (DRM), social protection (SP), and climate action, while identifying gaps, challenges, and opportunities where cash assistance can serve as an entry point.
- Stakeholder Recommendations – Practical guidance to enhance program integration and resilience-building efforts.
- Action Plan – A structured but adaptable plan to align NORCAP/CashCap’s technical and operational support with regional climate priorities.
- Partnership Pathways – Collaboration with key institutions and networks, focusing on strengthening DRM (including AA), climate action and adaptive social protection.
- Future-Oriented Planning – Informing the 2025-2026 work plan, ensuring CashCap’s support remains adaptive and strategically positioned in the region.

Scoping is central to CashCap’s approach—more than a technical assessment, it’s a strategic, adaptive process to engage stakeholders, build partnerships, and identify catalytic opportunities. Drawing on expert input, desk reviews, and regional insights across LAC, scoping helps navigate complexity, reveal synergies, and inform impactful decisions.
