The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) is commissioning an independent evaluation of its work on humanitarian access. Covering the period 2023–2026, the evaluation will assess how effectively OCHA supports principled, safe, and sustained access to people in need across diverse humanitarian contexts. It will examine OCHA’s global, regional, and country‑level roles—including humanitarian diplomacy, negotiation support, civil‑military coordination, and access analysis—and identify good practices and areas for strengthening. The findings will inform OCHA’s senior leadership and contribute to shaping the next OCHA Strategic Plan, ensuring that the organization is optimally positioned to facilitate timely and predictable humanitarian access in increasingly complex environments.
