This report to ECOSOC examines some of the key
humanitarian developments and challenges of the year 2002-2003. It concludes
that efforts must be undertaken to ensure that humanitarian financing is
better linked with humanitarian principles. It also stresses the need to
better understand the relationship between humanitarian response and transition
and development. The document is divided into the following sections:

The present report has been prepared pursuant
to General Assembly resolution 46/182 of 19 December 1991, in which the
Assembly requested the Secretary-General to report annually on the coordination
of emergency humanitarian assistance.
