The Strategy for Ensuring LGBTIQ Inclusion in Humanitarian Response in Ukraine is a comprehensive framework developed following the First National Forum on LGBTIQ Inclusion in Humanitarian Response, held in Kyiv in April 2024. The strategy, led by Outright International with support from the Center for Disaster Philanthropy (CDP) and key humanitarian actors, aims to address systemic gaps in the inclusion of LGBTIQ communities in Ukraine's humanitarian landscape.

The strategy highlights critical barriers that LGBTIQ people face in accessing humanitarian assistance, including legal non-recognition, discrimination in service provision and lack of inclusive data collection. It outlines nine strategic directions, focusing on integrating LGBTIQ-led organisations into humanitarian coordination mechanisms, reducing bureaucratic barriers, strengthening data collection practices and ensuring inclusive service provision. It also calls for the development of cross-border cooperation to support LGBTIQ refugees and asylum seekers.

This document advocates for the systematic inclusion of LGBTIQ communities in all aspects of humanitarian planning and response and serves as a roadmap for humanitarian actors, policymakers and donors. It reaffirms the global humanitarian principles of neutrality, impartiality and equality, and urges international and national actors to adopt and implement inclusive policies in Ukraine's evolving humanitarian landscape.
