The International Federation of Red Cross and Red Crescent Societies (IFRC) is seeking proposals from individual organisations or consortia of organisations to carry out a high-quality operational research programme on national and local capacity building for disaster risk management. This programme is being supported by the UK Department for International Development (DFID), with potential contributions from other donors.

This research programme aims to build an evidence base on the most effective approaches to building capacity of national and local institutions which are the key to building resilience and to first-line humanitarian response by, firstly, interrogating the literature in order to construct conceptual models for building capacity in relation to disaster risk management, and secondly, conducting empirical research to test these models in practice. The research will draw on at least six country case studies in a range of different contexts including fragile conflict-affected states, states with established National Disaster Management Authorities, and low income countries who possess little national response infrastructure.

This is a two year research programme with a budget of up to CHF 1.3 million (Swiss Francs).
Applications are being sort from individual organisations or consortia, which might include academic, civil society, public or commercial organisations, who can demonstrate relevant knowledge and expertise in this area.

Full details on the Call and how to apply can be found on the IFRC’s website: http://www.ifrc.org/en/what-we-do/logistics/procurement/open-online-tenders/

The deadline for submission of proposals is 1 July 2013, 10:00 CET (local Geneva time)
