HUMANITARIAN ACTORS WITHIN THE START NETWORK MEMBERSHIP HAVE LONG OBSERVED THE TENSION BETWEEN GROWING HUMANITARIAN NEEDS CAUSED BY CLIMATE DISASTERS, AND THE FACT THAT HUMANITARIAN FUNDING IS JUST NOT KEEPING PACE.
Start Ready was born out of this frustration. It was designed to be one of the practical ways that civil society can more effectively address loss and damage caused by climate change.
Start Ready pools humanitarian risks and funds for small to medium sized climate disasters that happen with regular and predictable patterns of recurrence, like floods, droughts, and heatwaves.
Start Network works with member NGOs to develop disaster risk financing (DRF) systems. Once a locally-decided, pre-agreed risk threshold is met, funds are released for NGOs to implement locally led contingency plan activities in anticipation or early response to the humanitarian impacts of climate crises.
Evidence from UNDRR suggests that for every $1 spent on disaster reduction, $4-$7 is saved in disaster response. Furthermore, by centralising resources through a pooled fund mechanism, Start Ready stretches funding more effectively than country-specific approaches, ensuring humanitarian funding is allocated flexibly and efficiently.
