On 1 July 2025, six French and Swiss international non-governmental organisations (INGOs) signed a partnership framework agreement to mutually recognise one another’s due diligence processes. This collaboration - launched as a pilot phase on 1 September 2025 - aims to reduce the administrative burden on local and national NGO partners and strengthen the INGOs’ collective localisation commitments.
The six signatory organizations of the “Mutualisation for Localisation Initiative” are:
Action contre la Faim France (ACF-France), Médecins du Monde France (MdM France), Première Urgence Internationale (PUI), Secours Islamique France (SIF), Solidarités International (SI), and Terre des Hommes Lausanne (Tdh).
What value brings this collaboration to local, national and international partners?
In practical terms, this initiative will free up time and resources for partner organisations by reducing repetitive due diligence procedures. When a partner has already undergone due diligence with one of the six INGOs whether the partner is L/N or internationa, the process with another member of the alliance becomes significantly faster. While an additional INGO may request complementary information, the majority of checks will have already been completed.
A standard due diligence process typically takes six to eight weeks. Through mutual recognition, delays and administrative workload are expected to decrease substantially for both partners and INGOs - allowing teams to focus more on delivering assistance. In emergency contexts, streamlined processes also enable local and national partners to respond more rapidly to community needs.
Due diligence processes completed with any of the signatory INGOs may be mutually recognised and considered valid by all six organisations, provided that the partner organisation has given consent for data sharing and review.
Next steps
During the pilot phase, alliance members will jointly define and test technical and operational modalities of the collaboration. At the conclusion of the pilot phase, the initiative is expected to expand and welcome additional members: INGOs, local and national organisations and more. The Mutualisation for Localisation Initiative plans to extend this collaborative approach to other areas over time.
