Sexual Exploitation and Abuse (SEA) Risk Mapping & Mitigation Package for Clusters

Developed under WFP’s IASC PSEAH Championship, this tool helps humanitarian clusters identify and reduce risks of Sexual Exploitation and Abuse (SEA) in their operations. It is designed for Cluster Coordinators and provides an intuitive, practical and adaptable resource for diverse contexts.

By promoting safe programming, it enables humanitarian actors to reflect on SEA risks within sectoral activities - without requiring additional resources or lengthy assessments.

What’s included?

Two key resources were designed for each cluster:

  • Checklist: Outlines SEA risks linked to standard activities carried out by cluster partners, along with suggested mitigation measures aligned to each risk.
  • Workshop Package: Supports contextualizing risks and integrating PSEA into cluster workplans and other humanitarian tools (HRP & HNO).

How to Use
The exercise is a facilitated brainstorming session led by the Cluster Coordinator or Co-Coordinator, ideally in collaboration with the in-country PSEA network or dedicated PSEA actors. It is addressed to cluster partners.

The workshop starts with SEA risk definitions, followed by a guided discussion. Participants:

  1. Select at least two key activities they implement.
  2. Use the checklist and risk mapping visual to identify SEA risks and develop mitigation measures.
  3. Prioritize risks collectively, define support needed from the Cluster Coordination team and agree on how to monitor implementation.

Note: The aim is not to prescribe solutions but to help partners recognize risk factors and strengthen their ability to mainstream PSEA in a practical, context-specific way.
