The process helps to identify the hazards that can be addressed by anticipatory action (AA), as well as target locations, and specific groups at risk. WAHAFA advocates for an impact-focused risk analysis approach, which seeks to move beyond the identification of hazards, towards identifying the potential impacts of a hazardous event, the severity of which can be mitigated through anticipatory action.
