Background: IASC Collective AAP Framework

Evolution of the Framework:

• OCHA led process, recognizing AAP as collective, interagency and response-wide; the operational genesis of the Framework was in ROAP, early test phases globally in Ukraine, Venezuela, Somalia.

• IASC OPAG approved Draft Framework for testing April 2021, endorsed revised version December 2023.

• Wide consultation and collaboration, constructive and positive engagement by all parties.

Learning from operational settings:

• Global workshop of committed HCs in June 2021

• Country-level workshops led by OCHA/IASC in Gaziantep, Bangladesh (Dhaka + Cox’s Bazar), Lebanon, Ethiopia , Afghanistan and South Sudan from November 2021 – May 2023

• AAP Framework as a lens and workshops as a catalyst for program adaptation and identifying critical response-wide actions and to constructively engage HCTs and ICCGs and other coordination bodies

• A tool that can be adapted and contextualised into action plans, strategies or equivalent to guide operations on effective and accountable humanitarian action
