High-quality data are essential for identifying and addressing the needs of persons with disabilities during humanitarian crises. Humanitarian settings often require similar types of disability-related information as conventional contexts and may face comparable data collection constraints. However, they also present unique challenges, including specific information needs and greater logistical or operational barriers to collecting robust data. Given these challenges, there is a clear need for a tool designed for humanitarian contexts, particularly one that supports the disaggregation of outcome measures by disability status.

UNICEF, together with the Washington Group on Disability Statistics (WG), has developed a version of the UNICEF/WG Child Functioning Module (CFM) for use in humanitarian contexts (CFM-HV). The CFM-HV takes into account the data needs and data collection constraints of humanitarian settings.

The CFM-HV measures functional difficulties in children at the population level. It helps identify service needs for the overall population or subgroups by estimating the number of children with functional limitations and indicates potential barriers to accessing necessary services and resources.

To address the urgent need for data to inform the humanitarian response for children with disabilities, a three-tiered approach to identifying this population is provided.

  • CFM-HV Tier 1 is used at the onset of a humanitarian situation when data collection is most difficult and immediate response needs are prioritized. It includes 10 questions for children aged 2 to 4 years and 10 questions for children aged 5 to 17 years. Due to skip patterns, only 7 questions are asked per child.
  • CFM-HV Tier 2 is used when time and resources allow for more comprehensive data collection. It includes 12 questions for children aged 2 to 4 years and 14 questions for children aged 5 to 17 years, with skip patterns reducing the number to 11 questions per child.
  • CFM-HV Tier 3 is used later in the response. The Tier 3 questionnaire is the standard CFM.

Given the critical importance of the respondent for identifying children with disabilities, the CFM-HV must be administered to mothers or primary caregivers.
