This handbook provides a reference to assist
in planning effective interventions to respond to emergencies. These include
natural disasters, such as earthquakes, floods, or drought, as well as
complex situations where tension and conflict exist, productive systems
are disrupted, and social services are unavailable.
Encompassing interventions emphasizing prevention,
mitigation, and preparedness, the handbook shows how interventions can
be tailored to reflect the decision-making dynamics of affected populations
and foster their self-sufficiency and productivity in the long run.
Aiming to be a reference for individuals
sent to disaster sites to perform intial assessments or to members of an
OFDA Disaster Assemssment Team, the handbook is a supplement to the U.S.
Foreign Disaster Assistance's Field
Operations Guide for Disaster Assessment and Response.
