The Logistics Cluster contribution to the Humanitarian Response Plan (HRP) should mirror the Logistics Cluster Concept of Operations, as such, the structure of the contribution should be as described here below.
General Overview
Include general and broad facts or comments about the country’s infrastructure, including specific aspects related to seasons, weather, conflict, insecurity.
Logistics gaps and bottlenecks
Include an overview on the main logistics constraints identified. These should be the same as in the HNO, unless of significant changes. Constraints should only be listed here very briefly.
Planned Activities
List all activities planned to overcome the constraints described and to support the humanitarian community.
Provide as much detail as possible within the limited space available. For example, when describing land transport, include all the locations covered, or at least the areas/regions and include details on the fleet used and on the frequency of the service. When describing storage services, include the locations that will be covered and facilities capacity. When describing Information Management, include a list of main products envisaged and specify where the IM capacity will be available.
