Humanitarian Guidance for the 2024 Atlantic Hurricane season

Here are three actions you can take to prepare for the 2024 Atlantic hurricane season, alongside key tools to support them.

According to the National Oceanic and Atmospheric Administration there is an 85% chance of an above-normal season in this Atlantic hurricane season.

Cash and Voucher Assistance (CVA) has been shown to support effective hurricane response and anticipatory action. In fact according to the Anticipation Hub CVA was the top anticipatory action in 2023 according to this recent report.

And therefore I would like to share with you three (very short and sweet) actions that you can take to prepare during the 2024 Atlantic hurricane season.

1. Train teams in CVA

Learn the standards for market assessments, learn the fundamentals on CVA and its links to social protection

Here are some resources that can help you:

The MISMA: This guidance supports improved response analysis and programme implementation. The MISMA covers five key actions to ensure the quality of Market Analysis.

The fundamentals course: This course is designed for anyone who wants to learn more about cash and voucher assistance in humanitarian contexts, and will introduce you to its fundamental principles.

2. Prepare programmatically

Complete CVA-related assessments pre-crisis, prioritize collaborative assessments, review existing data.

Here are some resources to help you:

Pre-hurricane season CVA conference from IFRC – This webinar recording from IFRC is packed full of useful advice – only available in Spanish.

Pre-crisis Market Analysis – PCMA – understand how market systems operate and how the targeted population accesses basic goods, services, and income before a crisis starts.

3. Prepare with partners

Establish formal, equitable partnerships in a timely manner.

Here are some resources to help you:

Cash transfer resilience tool – This tool aims to guide humanitarian organizations to preposition cash transfer services and implement partnership (framework) agreements with FSPs.
