To facilitate the application of the Guiding
Principles on Internal Displacement, setting forth the rights of IDPs and
the obligations of governments, non-state actors and international organizations,
this handbook spells out their meaning in non-technical language.
A resource for field staff working with IDPs,
it seeks to raise awareness of the needs of the internally displaced, measure
conditions on the ground, train staff in working with the displaced and
promote compliance by governments and non-state actors with the provisions
of the Guiding Principles.
