These guidelines seek to increase awareness of the threats posed by natural hazards and of the range of measures that may be adopted so as to reduce their impacts on developing countries. For this purpose, the documents contains the following parts:

Part I: Organizational and procedural arrangements with aid agencies
Part II: Disaster mitigation at the country level: approaches
Part III: Disaster mitigation at the country level: specific techniques.

The document is aimed at officials responsible for aid policy and those responsible for administering aid programmes in countries which are exposed to a range of natural hazards.
