[Insert relevant background information about the context and Protection from Sexual Exploitation and Abuse (PSEA) developments to date. PSEA is a core commitment of the UN Secretary-General and the Inter-Agency Standing Committee (IASC). To deliver on this commitment, the IASC has prioritized the acceleration of PSEA from the outset of humanitarian response, with a focus on key priority areas including safe and accessible reporting, victims/survivor-centered response, and enhanced accountability.2 The (D)SRSG/RC/HC/Refugee Coordinator and the UN Country Team (UNCT) and/or Humanitarian Country Team (HCT) / Refugee Coordination Forum is accountable for the implementation of collective PSEA.] As a Senior Adviser to the [senior-most UN leadership in country (D)SRSG/RC/HC/Refugee Coordinator] and the [UNCT and/or HCT], the Senior PSEA Advisor provides advice and strategic support to PSEA leadership in-country. The Senior PSEA Advisor will report directly to the [senior-most leadership in the response and/or in-country as identified above].3 The Senior PSEA Advisor aims to reinforce leadership, programmes, capacity, and localization and resource mobilization strategies that ensure the centrality of PSEA in the [humanitarian operations/Refugee Response/Sustainable Development Country Framework]. The presence of the Senior PSEA Advisor does not lessen the responsibility of individual organizations to develop and/or strengthen their own PSEA programs; final accountability for institutional and collective PSEA lies in Heads of Offices and the [(D)SRSG/RC/HC/Refugee Coordinator] respectively.
Working closely with Heads of Offices and the PSEA Co-chairs [co-chair organization and cochair organization] as well as Cluster Leads, RCO, UNSDCF and other thematic group leads as applicable, the Senior PSEA Advisor will undertake the following:
Responsibilities:
Strengthen leadership, accountability and coordination
• Provide overall strategic advice to senior leadership to support the fulfilment of their responsibilities as ultimately accountable for collective PSEA efforts in-country.
• Collaborate closely with senior leadership to establish an inter-agency PSEA Network for technical coordination on PSEA, consisting of membership from [UN agencies; international, national, and local organizations; UN mission; and/or government bodies] operating in [Context]
• Represent inter-agency PSEA priorities in relevant high-level coordination bodies and leadership fora, such as the UNCT/HCT.
• Coordinate closely with Protection, Accountability to Affected Populations (AAP),
Gender-Based Violence, Gender working group/cluster/sector coordinators and senior specialists in country to ensure integration of PSEA in programming, alignment of priorities and strategies, and PSEA mainstreaming during planning, policy development and programming, developing strategies to strengthen the engagement and skills of all [Clusters/Sectors] where relevant.
• Identify systemic risks, challenges, and trends related to SEA in-country, and advise the RC/HC, UNCT/HCT, and the PSEA Network on strategic solutions to address issues within PSEA implementation.
• Advise senior leadership on the development of a resource mobilization strategy, government engagement strategy, and – in coordination with Communications specialists – a crisis communication strategy and strategic messaging on (P)SEA incountry.
Lead development of PSEA country-wide inter-agency strategic action
• Ensure that a joint inter-agency SEA risk assessment is carried out on an annual basis, as well as mainstreaming SEA risks into cluster safety audits, participatory assessments and agency risk assessments, and advise senior leadership and the PSEA Network on the integration of findings in the in-country PSEA Program implementation, the [H(N)RP/UNSDCF/other country-wide strategy], and overall decision-making.
• Lead the development of a multi-year PSEA strategy identifying priority areas for engagement, a joint vision, strategic objectives and stakeholder contributions, engaging with governmental and civil society actors as well as donor representatives.
• Collaborate closely with UNCT/HCT and cluster/sectors coordinators to ensure that PSEA is a cross-cutting priority in country-level strategic result frameworks work plans [/humanitarian programme cycle].
• Develop an exit/sustainability strategy for continued oversight and coordination of the in-country PSEA Program upon the discontinuation of the Senior PSEA Advisor’s dedicated position.
• Create / ensure synergies with existing localization and strategic nexus initiatives for effective support to strong and sustainable institutional and national capacities on PSEA.
Oversee implementation of the in-country PSEA Program
• Coordinate with and advise the Co-Chairs of the PSEA Network toward fulfillment of the Network’s commitments under its TORs and Action Plan, including advising the development/update of TORs and Action Plans as well as a dedicated monitoring and evaluation framework for the Action Plan implementation.
• Lead consultations with PSEA Network members and senior leadership with the purpose of strengthening the PSEA Network and the PSEA Program, evaluating needs and gaps to be addressed and identifying strength points to be leveraged
• Support leadership in [Context] to develop a sustainable resourcing plan for the incountry PSEA Program
• Brief the PSEA Network as per need on developments and updates that may affect PSEA implementation in-country and advise leadership on solutions to adapt programming towards the fulfilment of objectives.
• Identify strong PSEA capacities within the PSEA Network membership and support them to take the lead on capacity development initiatives, including trainings and ToTs, mentorships, and (upon request) providing guidance to stakeholders to strengthen their internal PSEA programs in line with good practice and standards.
• Facilitate connections between the PSEA Network and Accountability to Affected Populations (AAP) and/or Communicating with Communities (CwC) groups/actors and others as relevant in [Context] to learn community perspectives and preferences to inform the Network’s outreach and activities, collective communication strategy, and PSEA Network Action Plan overall.
• Identify and assign responsibilities within Network members or other support staff to assist with technical support, information management, stakeholder engagement and capacity-building responsibilities in fulfilment of collective PSEA objectives in-country.
• Support senior leadership in developing systems to gather and analyze data from risk assessment results and other relevant information platforms to inform decision-making and program strengthening.
Ensuring accountability and effective integration of a V/SCA in the PSEA Program
In coordination with the Protection [Cluster/Sector], GBV and Child Protection sub-[Clusters/Sectors] [and SVRO/FVRA/FPVR]:
• Facilitate engagement of the PSEA Network with the Protection [Cluster/Sector], GBV sub-[Cluster/Sector] Coordinator, and Child Protection sub-[Cluster/Sector] Coordinator to ensure a harmonized approach to prevention activities and support of victims/survivors in line with the Centrality of Protection policy, and that PSEA Network activities take a victims/survivor-centered approach supporting the rights of victims/survivors - including in PSEA Network members investigations.
• [Where there is a Senior Victim Rights Officer (SVRO), Field Victim Rights Advocate (FVRA), or Focal Point on Victims’ Rights with a system-wide mandate to support UN entities] Coordinate with the SVRO/FVRA/FPVR and GBV Coordinator to ensure consistency of the UN-wide approach to SEA prevention and victims/survivor support.
• Facilitate the collaboration of the PSEA Network, [the AAP/CwC Network], and other relevant actors on learning community preferences in reporting sensitive allegations and mapping existing reporting channels.
• Advise the PSEA Network members on how to strengthen/connect existing and/or establish new CFMs to address reporting barriers, including coordinating training efforts for complaints personnel on sensitive reception of reports, how to report SEA, and how to refer complainants/survivors for assistance services.
• Advise the PSEA Network in the development of Standard Operating Procedures (SOPs) on inter-agency complaint referral following the Inter-Agency SEA Referral Pathways, that incorporate existing Protection, GBV, and Child Protection referral pathways for assistance services and principles of a Victim/Survivor-Centered Approach.
• Coordinate with Heads of Office, PSEA Network members, and [Cluster / Working Group] leads to ensure that SOPs are endorsed, rolled out, and understood by all actors in [Context]
• Advise the PSEA Network in the development and rollout of a capacity-building strategy for inter-agency stakeholders on SEA complaint and assistance referrals for PSEA Focal Points, Protection, GBV and Child Protection actors.
Lead engagement with key stakeholders and coordination bodies
• Engage with key stakeholders to facilitate information communication and access to capacity-building opportunities for PSEA Network members to enhance investigation capacities at the country level, as applicable.
• Represent inter-agency PSEA priorities in relevant high-level coordination bodies and strategic leadership fora in [Context] and the [Regional] response.
• Brief UNCT/HCT on developments and challenges in PSEA in-country to ensure continued engagement and address gaps in PSEA implementation.
• Liaise with PSEA responses in relevant countries and regions to share and embed strong PSEA practices into the [Context] PSEA Program.
• Regularly engage relevant regional and global bodies to ensure an up-to-date understanding of PSEA activities in [Context], mobilize resources for PSEA programming, and ensure all relevant PSEA resources are available within the response.
