- Human rights : basic rights concerning protection and non-refoulement.
- State responsibility and practice: attitude of States regarding forced return.
- UNHCR's mandate and response: obstacles that the UNHCR faces.
- International refugee protection system: how to revive it to end forced return.

Based on the interviews of refugees and expert surveys, the document offers a general assessment of the situation concerning refugees and refoulement.
