This document presents an evaluation of
OCHA's Internal Displacement Unit, carried out during September and October
2003 by a team of two independent external consultants. It considered the
following issues:
- Field support
- Protection
- Capacity building and training
- Strengthening the institutional framework
for IDPs
- Advocacy and public information
- Additional performance findings
The evaluation consisted of interviews with a wide array of informants in Geneva, Rome, Belgrade, Prishtina, Nairobi, Kinshasa, Goma, London, Kabul, New York and Washington, DC. In addition, two case studies selected by OCHA and the Unit of Serbia and D.R. Congo were carried out, with additional fieldwork in Nairobi and Kabul.
