This policy paper deals with the implications of disasters, and the need to include vulnerability reduction in emergency response. It addresses the following issues:

- Disasters and poverty
- Disasters and vulnerability
- Governance and institutional roles in vulnerability reduction
- People centered advocacy based on vulnerability

The paper is based on ActionAid Bangladesh experience in risk reduction. It aims at enhancing the empowerment of the vulnerables, and at promoting a partnership between vulnerable communities, governance, civil society, and business community.
