This Handbook is intended for use in emergency
situations or protracted crises, whether due to sudden natural disaster,
drought, disease, economic collapse or conflict, and to address the needs
of both resident and displaced persons.
The Handbook is intended for WFP VAM
and food security analysts but it will also be useful for programme staff
as well as for the governmental, NGO and United Nations partners with whom
WFP collaborates in emergency food security assessments (EFSAs).
