This report examines development relief
programmes and the values, principles, and activities of European NGOs
with respect to incorporating relief and development activities to effectively
address humanitarian emergencies.
Based primarily on interviews with 28 European
organizations from 12 countries, including 19 NGOs and 5 donor agencies,
it also draws from reports, communications, documents, and interviews with
networks and think tanks. The report is the second examining NGO practices,
while the 2001 Developmental Relief Report concentrated on the U.S.-based
approaches, practices and values.
