COP 15: Final agreement must recognize needs of the most vulnerable people

The draft submitted to the High Level Segment for negotiations makes no mention of vulnerable people.

The International Federation of Red Cross and Red Crescent Societies (IFRC), the world's largest humanitarian organization, urges all Ministries and Heads of State to reinsert the reference to "the most vulnerable people" in the final text.

It is the role of all governments and humanitarian actors to work together in protecting those made most vulnerable by the negative consequences of climate change. If no reference is made to prioritizing the adaptation needs of vulnerable people, any agreement reached will be incomplete.

The IFRC is aware of the daunting task facing negotiators, and is pleased by the inclusion of text related to disaster risk reduction and management.
