These Guidelines are designed to assist
our colleagues in non-governmental organisations (NGOs) who conduct and
manage investigations into sexual exploitation and abuse (SEA) of people
of concern by humanitarian staff.
These Guidelines have been written for
use in a wide variety of NGOs, regardless of size, nationality, and
area of expertise. However, to get full
value out of these Guidelines, readers will need some experience with SEA
investigations and a familiarity with the key international standards on
protecting people of concern from SEA as well as their organisations'
policies on protection, SEA and misconduct.
