Executive Summary

From hulo’s onset in 2021, given hulo’s innovative approach, some doubted Joint Initiatives could accomplish everything they promised. The Annual Impact Report (AIR) is hulo’s rigorous analysis of data gathered throughout the previous year. It clearly shows that hulo is delivering on its promises and holds clear benefits for the humanitarian community, especially in times of uncertainty and defunding.

In 2024, hulo expanded its reach to 7 countries and 15 member organisations. One-hundred-and-eight (108) humanitarian organisations (HOs) took part in Joint Initiatives (JIs), usually participating more than once (355 participations).

Hulo’s flagship initiative is the Joint Procurement Initiative (JPI), which pools needs and is built around a collaborative and data-sharing methodology. Comparison of baseline price and endline price data demonstrates an overall savings rate of 13% for hulo JPIs. Given the annual market value of JPIs, a Financial Savings Estimate of €2.9 million annually can be determined.

Furthermore, JPIs increase quality of the goods and services procured, as well as their sustainability. The JPI process reduces risk, while supporting localisation and emergency preparedness. Finally, there is growing evidence that hulo’s work is bringing a community of practice to humanitarian logisticians, which had been sorely missing and can be instrumental in bringing about a paradigm shift.

Hulo’s Joint Initiatives are based on working together to increase efficiency: more than ever, this is absolutely critical to the humanitarian community. It is imperative that every opportunity to save and deliver aid in a more efficient, accountable and sustainable manner is seized, as more than 305 million people in need depend on the sector getting it right. In the current context, and with the evidence generated by Joint Initiatives, it is now difficult to justify not accelerating their scaling up, in order to make them the new standard: humanitarian logistics should be “as joint as possible, as individual as necessary.”

Hulo reiterates its call for community. The humanitarian community must adapt quickly to a new reality, but it can do so for the better by working collaboratively, more efficiently and becoming more impactful. Together, we are stronger.
