Viet Nam: Report on Actions for overcoming the flood effects in Central Provinces

SUMMARY REPORT BY THE UNDP DISASTER MANAGEMENT UNIT
(Prepared from various sources as of 24 November, 1999)

I. According to Decision No. 1045/1999/QD-TTg on 10 November 1999; the Government of Viet Nam declared as follows:

To supply free-of-charge by General Salt Corporation to:

  • Quang Tri with 50 tons of salt;
  • Da Nang with 100 tons of salt;
  • Quang Nam with 200 tons of salt; and
  • Binh Dinh with 50 tons of salt.

II. According to Decision No. 1073/QD-TTg on 17 November 1999; the Government of Viet Nam declared as follows:

1/ To supply free-of-charge 33,000 tons of food-stock from the National Reserve Source (including 8,600 tons mentioned in Decisions Nos. 1004/QD-TTg on 05 November 1999 and 1027/QD-TTg on 10 November 1999) to seven flood stricken provinces as follows:

  • Quang Binh: 2,550 tons, of which 550 tons have been provided
  • Quang Tri: 2,800 tons, of which 300 tons have been provided
  • Thua Thien-Hue: 17,000 tons, of which 5,000 tons (including an amount of rice equivalent to 147 tons of noodles mentioned in Decision No. 1004/QD-TTg on 05 November 1999).
  • Da Nang: 2,500 tons, of which 500 tons have been provided
  • Quang Nam: 4,650 tons, of which 1,650 tons have been provided
  • Quang Ngai: 3,000 tons, of which 500 tons have been provided
  • Binh Dinh: 500 tons, of which 100 tons have been provided

2/

a/ To supplement VND 100 billion for rehabilitating the livelihood of the population:

  • VND 55 billion for families of people killed, houses collapsed, and houses swept away;
  • VND 25 billion for seeds and veterinary medicine;
  • VND 5 billion for books and notebooks for pupil, and school kits;
  • VND 8 billion for medicine and clinic facilities;
  • VND 5 billion for clean water and environment purification facilities;
  • VND 2 billion for restoring cultural structures and historical monuments.

b/ To supplement funds of VND 100 billion in 1999 to repair infrastructure construction such as hospitals, clinics, schools, transportation structures, hydraulic structures, etc.

c/ To loan affected people with low interest rates and without mortgage:

  • Interest rate for short term (under 12 months) is 0.3% for purchasing seeds, fertiliser, pesticide, and stock for agriculture and aqua-culture production.
  • Interest rate for medium term (1 to 5 years) is 0.4% for aqua-culture production, repairing and purchasing fishing tackle, repairing boats and ships, and building houses.

III. According to report of the Ministry of Labor, War Invalids, and Social Affair on 18 November 1999; the Government of Viet Nam declared as follows:

As of 23:00 on 17 November 1999, an amount of 52.1 billion VND and 1,871,481 tons of commodities have been distributed to seven floods stricken provinces.

IV. According to a report of Viet Nam Fatherland Front:

As of 23 November 1999 an amount of 63,361,874,984 VND and 76,000 US$ have been received. These aid have been distributed to seven flood stricken provinces as follows:

  • Hue: 30%,
  • Quang Nam: 18%,
  • Quang Tri: 15%,
  • Quang Binh: 12%,
  • Da Nang: 10%,
  • Quang Ngai: 10%,
  • Binh Dinh: 5%.

As of 18 November 1999, 2,000 tons of commodities have been received.

V. According to a report of Golden Heart Organisation:

Funds in the amount of VND 7 billion have been received, of which VND 2.6 billion have been distributed.
