DHA INFORMATION REPORT NO. 1
7 OCTOBER 1994

1. HEAVY RAINS CAUSED RECORD LEVEL FLOODING OF MEKONG RIVER IN
EARLY SEPTEMBER, CAUSING HEAVY DAMAGE IN MEKONG DELTA AREA. MOST
AFFECTED PROVINCES ARE DONG THAP, AN GIANG, LONG AN, TIEN GIANG,
KIEN GIANG, AND CAN THO.

2. CENTRAL COMMITTEE FOR FLOOD AND STORM CONTROL REPORTED 172,426
FAMILIES AFFECTED AND 84 DEAD IN ABOVE SIX PROVINCES AS OF 30
SEPTEMBER. 14,033 FAMILIES HAVE BEEN, AND ADDITIONAL 34,602
FAMILIES ARE EXPECTED TO BE EVACUATED. 28,463 FAMILIES ARE IN
IMMEDIATE NEED FOR FOOD ASSISTANCE.

3. 345 HOUSES WERE DESTROYED, AND 849 SCHOOLS AND 340 DISPENSARIES
WERE SUBMERGED. 29 BRIDGES WERE DESTROYED, AND 32 BRIDGES WERE
SUBMERGED. 9.073 HECTARES OF RICE FIELDS WERE COMPLETELY
SUBMERGED, AND 2,444 HECTARES OF OTHER CROPS WERE LOST.

4. CENTRAL GOVT IS TO MAKE LOANS AVAILABLE TO FLOOD VICTIMS
TOTALLING USD 13.6 MILLION (150 BILLION VND) AND URGED PROVINCIAL
AUTHORITIES TO PROVIDE URGENT RELIEF ASSISTANCE. PROVINCIAL
AUTHORITIES HAVE MADE AVAILABLE SUBSTANTIAL AMOUNTS OF MONEY, SO
FAR MAINLY FOR REPAIR OF DAMAGED INFRASTRUCTURE. AN GIANG
PROVINCIAL AUTHORITY IS TO PROVIDE FOOD AID TO VICTIMS.

5. IFRC IS CURRENTLY REVIEWING REQUEST FOR APPEAL FOR EMERGENCY
RELIEF (CHF 1,358,000) SUBMITTED BY VIETNAM RED CROSS. MEANWHILE
IFRC IS CONSIDERING RELEASING SOME EMERGENCY FUNDS.

6. NO APPEAL FOR INTERNATIONAL ASSISTANCE HAS BEEN ISSUED BY GOVT
OF VIETNAM. UNDP/DHA RESIDENT REPRESENTATIVE IS CLOSELY
MONITORING SITUATION.

1. THE UNDP/DHA RESIDENT REPRESENTATIVE HAS PROVIDED AN UPDATE ON
THE SITUATION CAUSED BY FLOODS AND HEAVY RAINS IN THE CUU LONG
DELTA ( DONG THAP, AN GIANG, LONG AN, TIEN GIANG, KIEN GIANG, CAN
THO) AND IN THE NGHE AN AND THANH HOA PROVINCES AND RED RIVER
DELTA:

2. CUU LONG DELTA (IN SOUTHERN PART OF COUNTRY): 310 DEAD OF
WHOM 213 CHILDREN, 327,000 PERSONS IN NEED OF RELIEF ASSISTANCE.
192,907 MT RICE LOST. DAMAGE TO HOUSING, NETWORK OF ROADS,
BRIDGES/CANALS AND TO SCHOOLS AND DISPENSARIES. DAMAGE ESTIMATED
AT USD 134 MILLION (VND 1,477,397 MILLION).

3. NGHE AN AND THANH HOA PROVINCES AND RED RIVER DELTA (IN
NORTHERN PART OF COUNTRY): 11,000 FAMILIES IN NEED OF RELIEF
ASSISTANCE, 550,000 MT RICE LOST. DAMAGE ESTIMATED AT USD 43
MILLION (VND 471,521 MILLION).

4. NATIONAL AUTHORITES AND ORGANIZATIONS TOGETHER WITH FOREIGN
ORGANIZATIONS HAVE PROVIDED RELIEF ASSISTANCE (MATERIAL AND
EQUIPMENT) AND FINANCIAL SUPPORT. THE GOVT HAS NOT REQUESTED DHA
TO LAUNCH AN APPEAL FOR INTERNATIONAL EMERGENCY ASSISTANCE.
