Flash Update No. 02 – Tropical Cyclone TRAMI, Cambodia, Lao PDR, Viet Nam – 27 October 2024

OVERVIEW: According to NCHMF, at 1000H today, the centre of TRAMI was at about 16.3 degrees North latitude; 108.2 degrees East longitude, on the coastal area of Thua Thien Hue-Da Nang.

STRENGTH & MOVEMENT: According to NCHMF, the strongest wind near the center of the storm was level 9 (75-88 km/h), gusting to level 12. It is moving southwest at a speed of 15-20 km/h.

FORECAST: According to NCHMF as of 1100H UTC+7:

  • In the next 24 hours, TRAMI is forecast to move south-southwest at 3-5 km/h as it weakens into a tropical depression; strong winds at level 7 and gustiness at level 10.
  • In the next 48 hours, TRAMI will continue moving at 3-5 km/h on the coastal area of Thua Thien Hue-Quang Ngai provinces with winds at level 6 and gustiness at level 8.
  • In the next 72 hours, TRAMI will move east at 5-10 km/h while weakening into a low pressure area in the sea southwest of Hoang Sa archipelago.

CURRENT CONDITIONS: NCHMF reports the following conditions being reported as TRAMI approaches Central Viet Nam:

  • Strong Winds: Con Co Island (Quang Tri) has strong winds of level 8, gusting to level 9; Cu Lao Cham Island (Quang Nam) has strong winds of level 8, gusting to level 10; Ly Son Island (Quang Ngai) has strong winds of level 6, gusting to level 7; Nam Dong (Thua Thien Hue) has strong winds of level 8, gusting to level 10; Cam Le (Da Nang) has strong winds of level 8, gusting to level 9.
  • Heavy Rainfall: Last night and this morning (27 October), the area from Ha Tinh to Da Nang had heavy to very heavy rain, total rainfall from 100-200 mm, locally over 350 mm.

HAZARDS:

  • Strong Winds
    • The sea area of ??provinces from Quang Binh to Quang Ngai (including Con Co Island, Cu Lao Cham, Ly Son) has strong winds of level 6-7, near the storm centre of level 8-9, gusts of level 11, waves 3.0-5.0m high; very rough seas.
    • From Quang Binh to Quang Nam, there are strong winds of level 6-7, gusting to level 8-9; near the storm centre, level 8-9, gusting to level 11.
  • Storm Surge
    • Coastal areas from Quang Binh to Quang Nam provinces are likely to experience storm surges of 0.4-0.6 m high
    • Ships/boats operating in coastal areas from Quang Binh to Quang Ngai are likely to be affected by storms, whirlwinds, strong winds, and large waves
    • High risk of landslides of sea dikes and embankments along the coast of provinces from Quang Tri to Quang Nam due to the impact of big waves and storm surges.
  • Heavy Rainfall
    • According to NCHMF, from 27 October to the end of the night of 28 October, in the area from Quang Binh to Quang Nam, there will be heavy to very heavy rain with total rainfall from 200-400 mm, locally over 600 mm. Warning of the risk of local heavy rain (> 100 mm / 3 hours). The areas of Ha Tinh, Quang Ngai, Binh Dinh and the Northern Central Highlands will have heavy rain, locally very heavy rain with total rainfall from 100-200 mm, some places over 250 mm.

  • Flash Floods
    • According to MRC, heavy rain may cause flash flood and overflows, especially along foothills or mountainous areas during this period in some areas including Ratana Kiri and Stung Treng (Cambodia); Bolikhamxay, Khammuane, Savannakhet, Salavane, Sekong, Champasak, and Attapeu (Lao PDR); Gia Lai and Kon Tum (Viet Nam).

PREPAREDNESS AND RESPONSE:

  • The Department of Dyke Management and Natural Disaster Prevention and Control has increased its 24/7 on-duty work (department in Hanoi and the Central region in Da Nang); provided advice and direction on responding to TRAMI (storms no.6); sent documents to coastal provinces and cities from Thanh Hoa to Phu Yen requesting the implementation of work to ensure dike safety; organized the sending of 13.9 million Zalo messages with instructions on how to respond to storms and floods after storm.
  • On 24 October, the Prime Minister issued Official Dispatch No. 110/CD-TTg directing proactive response to storm No. 6 (TRAMI).
  • The Ministry of Agriculture and Rural Development issued Official Dispatch No. 7966/CD-BNN-DD dated 22 October and No. 7930/CD-BNN-DD dated 21 October to the People’s Committees of coastal provinces and cities from Quang Ninh to Binh Thuan on responding to storm TRAMI.
  • The Civil Aviation Authority of Vietnam decided to temporarily suspend operations at 4 airports from Quang Binh – Quang Nam, specifically: Dong Hoi (Quang Binh) from 0600H to 1900H on 27 October; Phu Bai (TTHue) from 0600H to 2200H on 27 October; Da Nang from 0600H 27 October to 0400H 28 October; Chu Lai (Quang Nam) from 1000H 27 October to 1000H 28 October.
  • On 22 October, the Ministry of Foreign Affairs sent a diplomatic note to countries and territories requesting to create conditions and support for fishermen to take shelter; The Ministries of National Defense, Transport, and Public Security sent dispatches on responding to storm TRAMI.
  • National Disaster Management Organisation and National Hydrological and Meteorological Services Agencies in Cambodia (NCDM and MOWRAM), Lao PDR (NDMO and DMH), and Viet Nam (VDDMA and NCHMF) are actively monitoring the development of TC TRAMI and regularly releases updates and advisories.
