Introduction
This paper presents the Humanitarian Coordinator’s (HC) vision on what the Venezuela Humanitarian Fund (VHF) sets out to achieve and its added value in supporting the humanitarian response. The VHF provides comparative advantages over other funding options in terms of promoting a collective approach to strengthening the localization agenda, a coordinated response at national and field level, greater access for and acceptance of NGO partners, dedicated monitoring capacity for projects and capacity development of national partners. The Fund will support priority issues and vulnerable groups as outlined in Venezuela's Humanitarian Response Plan (HRP) 2022-2023, with a focus on responding to underfunded priorities, including gender-based violence, persons with disabilities, the centrality of protection, and education in emergency situations. The paper is dated 6 June 2022 and will be updated annually by the HC in consultation with the Advisory Board.
