Situation Overview

A Tropical Low initially entered Vanuatu's Area of Responsibility on Sunday, October 22,2023 al12am. After consulting with the Vanuatu Meteorology and Geo-Hazard Department (VMGD) due to the Tropical Low's earlier formation, the NDMO office took the initiative to activate the Provincial Emergency Operations Centres (PEOC)for Torba, Penama, Sanma, and Malampa first and later Shefa. The tropical low eventually developed into Tropical Cyclone Lola (Category 1) around 6r00 PM on October 22 and strengthened to Category 5 at 1:00 AM on October 24.

ALL CLEAR was given to all the provinces of Vanuatu, on the 26s of October (6:00AM)

Update Reports

COMMUNICATIONS

Significant progress has been made in restoring essential communication networks, including radio and satellite systems, aiding coordination and information sharing for disaster response and recovery. The report also emphasizes efforts to bolster community resilience by providing emergency communication equipment. Despite challenges, the cluster's work is crucial for effective communication and coordination during the post disaster phase in Vanuatu.

LOGISTICS

  • Received incoming aids and logistics support from Partner countries (UK, Australia, New Zealand, U5 and France)

  • 2 warehouses identified for TC Lola (Primary warehouse at Port Vila and Secondary warehouse at Santo).

  • So far, NFls and COM materials are being sent to Ambrym and Pentecost.

WASH

  • 939 households in North Ambrym need safe drinking water. All water storage tanks are contaminated with green leaves, causing the water to turn green and black. All direct gravity systems are damaged.

  • Water is a priority at Pentecost (North pentecost & CP2).

  • Contaminated water that is unsafe for drinking and water shortage due to continuous drought in West Gaua, Mere lava & Merig.

  • Unsafe drinking water due to saltwater intrusions to an underground well, water shortage due to continuous drought, fewer water storage facilities in East Vanua Lav. -Port Patterson.

FOOD SECURITY & AGRICULTURE

  • Root crops and vegetables are partly damaged (North Ambrym communities with 939 households will face food shortages in one to two weeks).

  • Crops from Sardens are decaying due to the impact of salt spray on farmlands in East Vanua Lava.

  • All gardens have been severely destroyed, and house holds would face . shortage of food in less than a week in East Gaua & Mere Lava.

HEALTH

  • Nobul Health Center is the primary health care facility for North Ambrym. There is a n urgent need for medicine stock as the health center has run out of medications- There is a current need for medicines to address post-cyclone health issues like coughing, etc.

  • Concerns about cough and other waterborne diseases due to unsafe and limited wet€r in 4 Area Councils of Torba (West Gaua, EastVanua lava, Mere lava & Meris).

SHELTER

  • 939 households require shelter (People can still use damaged houses for sleeping and cooking in open areas, as there is no rain).

  • 50% of households are damaged in North Pentecost.

  • Shelter materials is needed at CP2 and North Pentecost as people are using damaged natural materials to rebuild, AA reported that it is difficult to rebuild

DISPLACEMENT AND EVACUATION

  • 70%of people are still staying in evacuation centres or collective shelters.

  • 60 people are still living in evacuation centres (Melsisi and Enkultu) at CP2.

  • Evacuees in Malampa province has now gone back to their communities for cleanup

ROAD INFRASTRUCTURE

  • Urgent clearance is needed in North Ambrym to access services at the area councilheadquarte6 in Nobuland other communities. Public road access and feeder roads to gardens are blocked.

  • Roadblocks from all footpaths to access one village to the other in Mere Lava.

EDUCATION

  • 70% of classrooms sustained significant damage in North Ambrym. (Urgent temporary shelter is required for these schools)

  • Schools are still closed at East Vanua Lava (due to shortage of food and water)& Mere Lava
