Updates from partners on their thinking around CVA response – feasibility, market conditions, partnerships, logistics, etc.

  • Oxfam – Oxfam is planning to use the Unblocked Cash platform for the deployment of assistance through electronic vouchers. This platform will allow for a multi-agency approach to providing cash assistance across a wide area in Vanuatu to households without access to banking and mobile phone services. Oxfam is in discussion with private sector partners to prepare for this deployment following feasibility and needs assessments. Oxfam has also been in discussion with the Provincial Governments in Vanuatu for enabling Government-to-Citizen payments through the Unblocked Cash platform.

  • Save the Children – Save the Children team in Vanuatu is doing a feasibility and risk assessment for the implementation of cash as part of the AHP Disaster Ready programme. This will cover some of the areas of Vanuatu affected by this crisis. This is expected to happen in the month of April. Following this Save the Children will develop a response plan. Save the Children has framework agreements with Vodafone and Digicel across the Pacific. They are also updating their analysis of cash delivery modality as part of their feasibility assessment.

  • Pacific Regional Cash Working Group – There is a lot of existing information already available around the feasibility of CVA in Vanuatu, mapping of financial service providers, etc. Moreover, the PRCWG has recently conducted a capacity mapping for CVA implementation in the Pacific just a few months ago. PRCWG is available to support organizations with the technical advise required to implement CVA in Vanuatu.

  • UNCDF – UNCDF are currently assessing the situation in Vanuatu and consider options to best provide support. UNCDF will not directly deliver cash assistance but are looking at systems that will make CVA more sustainable. UNCDF want to make the systems work in the longer term beyond this crisis.

  • UNICEF - UNICEF has some initial assessment data from their team in Vanuatu - 58,000 children are in need of humanitarian assistance. UNICEF is considering the provision of humanitarian cash assistance targeting the children who have been affected by the cyclones. UNICEF is happy to coordinate with the Government as well as NGO partners to deploy cash assistance. UNICEF emphasized the importance of engaging with the private sector and the Government of Vanuatu early on in these discussions. There is currently a review of the social protection system happening in Vanuatu, and it is important to explore the synergies between humanitarian cash transfers and social protection.
