DHA-GENEVA SITUATION REPORT NO. 1
12 FEBRUARY 1993

SITUATION

1. FOLLOWING UNUSUALLY HEAVY RAINFALL OVER LAST WEEKS, FLASH FLOODS HAVE HIT 10 VILLAGES IN LUSHOTO AND KOROGWE DISTRICTS OF TANGA REGION (NORTHEASTERN TANZANIA).

2. PRELIMINARY REPORTS INDICATE 54 DEAD, 26 INJURED AND 645 HOMELESS. DAMAGE TO INFRASTRUCTURE IS EXTENSIVE: 270 KM OF ROADS, 13 BRIDGES WASHED AWAY, SOME SCHOOL BUILDINGS. CROPS AND LIVESTOCK ALSO AFFECTED.

3. DUE TO DISRUPTION/POLLUTION WATER SYSTEM, THERE HAVE BEEN OUTBREAKS OF DISEASE INCL. PNEUMONIA AND CHOLERA.

4. IMMEDIATE RELIEF NEEDS ESTIMATED TO COST APPROX. USD 705,000. USD 3,510,000 IS NEEDED TO RESTORE SOCIAL/ECONOMIC SERVICES AND REHABILITATE ROADS/INFRASTRUCTURE.

5. GOVT IS REQUESTING INTERNATIONAL ASSISTANCE.

6. UN RESIDENT COORDINATOR IS PRESIDING MEETINGS OF UNDMT (INCL. UN AGENCY HEADS) IN CLOSE LIAISON WITH GOVT AUTHORITIES.

GOVERNMENT RESPONSE

7. GOVT HAS ALLOCATED GOODS WORTH APPROX. USD 360,000.

INTERNATIONAL RESPONSE

8. DHA-GENEVA IS OFFERING USD 25,000 EMERGENCY GRANT FOR LOCAL PURCHASE BASIC RELIEF ITEMS.

UNMET NEEDS

9. MEDICINES, 1,000 BLANKETS, 180 DOZ. ASSORTED UTENSILS, 50 BALES ASSORTED CLOTHING, 85T MAIZE AND 60MT BEANS ARE STILL REQUIRED (ESTIMATED TOTAL VALUE: USD 345,000).

SITUATION AND IMPACT

1. FLOODS HAVE RECEDED. CASUALTIES ARE 54 DEAD AND 30 PERSONS SERIOUSLY INJURED. A TOTAL OF 534 FAMILIES (2,900 PEOPLE) ARE HOMELESS. ALTOGETHER, 201,513 PEOPLE AFFECTED. FLOODS SERIOUSLY DAMAGED 5 HEALTH FACILITIES. MOST PIT LATRINES WERE FLOODED OR ELSE COLLAPSED. 2 SCHOOLS, INCL. 25 CLASSROOMS AND 18 TEACHER'S HOUSES, HAVE BEEN DESTROYED. TANGA REGIONAL DEVELOPMENT DIRECTOR ESTIMATES THAT REHABILITATION WILL COST OVER USD 6 MILLION.

GOVERNMENT AND INTERNATIONAL RESPONSE

2. GOVT AND UN AGENCIES FIELDED A JOINT NEEDS ASSESSMENT MISSION 15 - 18 FEB 93. AT REQUEST OF MAJOR DONORS, GOVT DESIGNATED UN RESIDENT COORDINATOR TO BE LIAISON BETWEEN DONORS AND GOVT.

NEEDS

4. EMERGENCY RELIEF NEEDS MORE OR LESS MET. EMPHASIS NOW ON REHABILITATION/RECONSTRUCTION, MAINLY FOR HEALTH, FOOD AND AGRICULTURAL, AND TRANSPORT SECTORS. MORE SPECIFICALLY, NEEDS ARE:

A) HEALTH: RESTORATION OF INFRASTRUCTURE, ACCESSIBILITY TO FACILITIES, EQUIPMENT, DRUGS, WATER SUPPLY, POTENTIAL OUTBREAK OF EPIDEMICS, IMMUNIZATION.

B) FOOD AND AGRICULTURE: FOOD FOR 25,000 PEOPLE UNTIL JULY 93, AGRICULTURAL INPUTS LIKE SEEDS, FERTILIZERS, PESTICIDES, FARM IMPLEMENTS, STORAGE FACILITIES, REPAIR OF IRRIGATION FACILITIES,
DESILTING.

C) TRANSPORT: ROAD AND BRIDGE REPAIR.

5. THIS IS LAST REPORT FOR THIS EMERGENCY UNLESS THERE ARE UNFORESEEN DEVELOPMENTS.
